Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Firm Fixed Price (FFP) contract with TICOM-Geomatics, 9130 Jollyville RD #300, Austin, TX, 78759-7475. This Indefinite Delivery Indefinite Quantity (IDIQ) contract will cover a five year period for repairs of RPUs used in a Geo-location system receiving and correlating signals from multiple security enclaves. This equipment is in support of the Special Projects Aircraft (SPA) Program. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for the sole source is the requirement for the equipment to integrate with existing equipment already installed on the aircraft in terms of form, fit, function and compatibility. The Government does not possess rights to the technical data necessary to manufacture the required spares. No solicitation will be available at FedBizOpps and at NECO and no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The POC is Mr. David Harrell, Code CXMN WN at Tel: (812)854-8291 or email david.l.harrell@navy.mil. Reference the above solicitation number when responding to this notice. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
