Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure on a 100% small business set-aside, a firm fixed price contract for five (5) avionics mechanical assemblies, one (1) of which will be required for first article testing, unless the Government waives the first article testing requirement; thirty-four (34) peripheral interface adapters; and 32 Transit Case Assemblies RIA/PIA. All work/products will be in accordance with the Statement of Work (SOW) that will be included in the Request for Proposal (RFP). Drawings will require "explicit access" via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov/. Companies under foreign ownership control or influence may not participate in this competition. Foreign companies will not be given access to the drawing. The RFP is expected to be released on or about 03 December 2011 and will close 03 January 2012. The RFP will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FedBizOpps website http://www.fbo.gov/. All responses/requests shall include the RFP number N68936-12-R-0012. First article testing will be conducted within four months of contract award. Delivery of the additional units will be at one per month after approval of first article. Delivery of the peripheral interface adapter shall be built after first article acceptance of the avionics mechanical assemblies and will deliver 10 adapters every 30 days thereafter. Delivery of the transit case assembly is the same as the peripheral interface adapter. All deliveries shall be FOB Destination to the Naval Air Warfare Center Weapons Division, Point Mugu, CA. All responsible sources will be considered by the agency. To be eligible for an award, prospective contractors must be registered in the Central Contractor Registration (CCR) database at website https://www.ccr.gov. In accordance with the Federal Acquisition Regulations (FAR) 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online "Representatives and Certifications Application" (ORCA) at http://orca.bpn.gov.
