- The General Services Administration (GSA), Federal Acquisition Service (FAS) in the Pacific Rim Region intends to award two sole source bridge contracts pursuant to FAR 6.302-1 to provide continuity of local telecommunications services in the State of Hawaii and to support the transition of current services to follow-on multiple award, indefinite delivery, indefinite quantity, fixed price contracts. Contracts GS09T07DLD8002 and GS09T07DLD8003 were awarded to Hawaiian Telcom and tw telecom respectively on November 21, 2006, and are due to expire on November 20, 2011. Both firms provide telecommunications services under GSA orders to Federal agencies at various locations in the State of Hawaii. Therefore, both firms are the only sources capable of continuing these services until follow-on contracts are awarded and services transitioned to these contracts. Ensuring continuity of services mitigates the risks of any major disruption, loss of functionality and/or features, degradation of services, and significant overall cost impacts to end users. The bridge contracts will encompass approximately 1,250 Centrex lines and 25 circuits for a base period of six months, plus a six-month option.
