- The U.S. Army Corps of Engineers (USACE), Rock Island District, has two current contracts for the fabrication of two Hydraulic Steel Structures (HSS), Contract No. W912EK-11-C-0087 (Illinois Waterway Lock Valve Bulkheads) and Contract No. W912EK-11-C-0089 (Mississippi Locks No. 17 and 18 Miter Gate Replacement). This contract will be for performing the quality assurance (QA) inspections during the fabrication and supply of the HSS contracts listed above. The HSS contracts are with Oregon Iron Works, Inc. of Clackamas, Oregon. The purpose of this QA contract is to provide QA services to ensure that each HSS is fabricated according to the contract specifications. QA services shall include document and drawing reviews, physical inspections, and testing meet the requirements of the contract specifications including document preparation and correspondence as required. This solicitation is a request for proposal and is issued as 100% Small Business Set-Aside. The NAICS code 541330 will apply with the size standard of $4.5 Million. This work will be awarded as a lowest priced, technically acceptable contract. Evaluation factors for award shall be as follows: Price, Technical, and Past Performance. The solicitation will be posted to the FedBizOpps website, www.fbo.gov on or about 17 November 2011. The date and time for receipt of proposals will be on 29 November 2011, 2:00 P.M. local time. It is the offerors responsibility to monitor the FedBizOpps website for amendments to the solicitation. The resultant contract will be a Firm Fixed Price Contract in accordance with the solicitation procedures outlined in Acquisition of Commercial Items/Services. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov. The solicitation will not be available in paper format. All documents required for the offer submittal, including amendments to the offer submittal, shall be in hard copy or electronic submittal. No faxes will be accepted. If you are submitting your offer by mail or electronically, please ensure your offer has been received.
