Drawings # 3 Drawings # 2 Drawings # 1 Drawings # 3 Drawings # 2 Drawings # 1 Quote (i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) Solicitation number HSCG40-12-Q-0178/79 applies, and is issued as Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54 (2 Nov 11). (iv)This procurement is 100% set aside for a small business. The North American Industry Classification System (NAICS) code is 323118 and the business size standard is 50 employees. U.S. Coast Guard Engineering Logistics Center intends to award a single. (v) ITEM 0001 - COMMANDANT LETTER AWARD FOLDER, DARK BLUE WITH DEBOSSED GOLD SEAL, HARD COVER : NSN: 7510-01-097-6004 SPECIFICATIONS: [WIDTH] 9-1/8 INCH; [HEIGHT] 11-5/8 INCH. BOOK STYLE HINGE OPENING ON LONG SIDE FOLDER SHALL BE MADE TO HOLD TWO 8-1/2 INCH WIDE BY 11 INCH HIGH, PORTRAIT ORIENTATION CERTIFICATES, FLAT AND WITHOUT DISTORTION. FOLDER TO BE MADE IN ACCORDANCE WITH (IAW) DRAWING 52100-1035-04D. COAST GUARD SEAL TO BE MADE IAW DRAWING 52100-361-7510-1E. PRE-PRODUCTION SAMPLE REQUIRED FOR EVALUATION. INSPECTION AT DESTINATION BY COAST GUARD PERSONNEL - The Government REQUIRES that First Article Samples be manufactured and provided for inspection by US Coast Guard personnel (See Attachment One for Schedule of Supplies/First Article Samples - Contract Line Items 0001 and 00002. First Article Samples (1 each) will be required to be provided after contract award. If award is made to a previous supplier, a waiver from submission of First Article Samples may be requested. This request shall be made in writing to the Contracting Officer. The First Article Samples WILL NOT be considered as partial shipment against the Production quantity. Authority to proceed with the production quantity will not be granted until first article samples have been successfully inspection and approved. The contractor shall produce both the first articles and the production quantity at the same facility and shall submit a certification to this effect with each submission. Address for delivery of First Article Samples will be provided at time of Contract Award. The government desires delivery of First Article Samples within 60 days after receipt of delivery order. Production run material shall be delivered to destination: U.S. Coast Guard Surface Forces Logistics Center, 2401 Hawkins Point Road, Receiving Room, Bldg 88, Baltimore, MD 21226. Final inspection and Acceptance will be made at destination by USCG SFLC Personnel. The government desires delivery of supplies within 90 days after receipt of individual delivery order. Failure to follow the packaging instructions may result in your company being charged money by the USCG to cover the costs of repackaging the items purchased in this purchase order. Your company may also be charged shipping costs to cover the cost of returning the material to your company for repackaging. (vi) Contractor shall conform to the following packing, preservation and marking instructions. a. Packaging: Standard commercial packaging is acceptable, commercial packaging shall be defined as the way items are packaged, sold, and shipped to the public over the counter commercially. b. Markings: Include Purchase Order Number, Packing Slip and Invoice (See Section (V.) for packaging instructions. (vii) Place of delivery is: USCG Surface Forces Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226. (viii) The following FAR clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at http://www.arnet.gov/far. FAR 52.212-1 Instructions to Offerors-Commercial Items (June 2008). 1. Parties responding to this solicitation who believe they can supply an exact match to the items outlined in 0001, may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company's complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) cage code, 4) Dun & Bradstreet number, 5) Taxpayer ID number. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer, 6) Validation that they are a small business. (ix) 52.212-2 Evaluation-Commercial Items (Jan 1999). - The following factor shall be used to evaluate offers: Price. The unit price of each line item shall be added together to arrive at an aggregate total. Price evaluation will be performed by the contracting Officer to determine the reasonableness of each proposed price and to determine the Offerors understanding and ability to perform the contract. The Government reserves the right to make an award without discussions. Price: Vendors will complete the attached price list for all items they can provide. If you will be submitting a variation of the item requested, please include any variations as a separate line item. Please provide a consolidated price and a statement of what the Vendor has included in their consolidated pricing. NOTICE FOR FILING AGENCY PROTESTS United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman. Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester's concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e).
