Description
United States Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to award a sole source contract to JDI Enterprises located in Browntown, WI, to provide a Panel Manager for the Beginning Farmer and Rancher Development Program. The Beginning Farmer and Rancher Development Program (BFRDP) was authorized in the 2008 Food, Conservation, and Energy Act. Through this program, funds would be available to support training, education, outreach, and technical assistance initiatives for beginning farmers or ranchers in fiscal year 2012. In accordance with the authorizing legislation, Priority will be given to partnerships and collaborations led by or including nongovernmental and community-based organizations with expertise in new agricultural producer training and outreach. This sole source purchase order for the FY 2012 Panel Manager is being issued to JDI Enterprises for the following reasons: 1. Has the technical expertise to provide a qualified Panel Manager. 2. Has authored several books on entrepreneurship and sustainable development. 3. Has been involved with BFRDP from its inception and had attendance at the 1st stakeholder workshop to provide input in developing the program and has provided a review panelist in FY 2009 and 2010. 4. Has prior experience as Panel Manager for BFRDP, and performance was outstanding.. 5. Used their vast connections with farmers, Community Based Organizations (CBO) and Non-Governmental Organizations (NGO) to help select a very diversified panel as recommended by the stakeholders and required by the legislation. More than 50% of the panelists were beginning farmers and/or representatives of CBOs and NGOs. More than 53% were minorities and 57% were females. It would not have been possible for NIFA to recruit such a diversified panel; as we do not have that many qualified panelists in our reviewer data base, without them. 6. Helped to mentor the new panelists by participating in their training and by calling and working with them and also helped to manage the panels and select the best proposals for funding. 7. Has a long history and credibility working with CBOs and the sustainable agricultural community. A large majority of the stakeholders, applicants and grantees are from Community Based Organizations, (CBO) and the sustainable agriculture community. Anticipated Date of Award: 11/21/2011
