- Training System RFI Instructions -- 17 Nov 2011 Request For Information (RFI): Training System, Combat Rescue Helicopter (CRH) Program INTRODUCTION The Air Force will acquire a training system as part of the Combat Rescue Helicopter (CRH) program. The CRH program will replace the current United States Air Force (USAF) HH-60G Pave Hawk helicopter with a new aircraft to perform Personnel Recovery (PR) operations. Both the aircraft and training systems will be acquired together under one competition and awarded under one contract. The selected prime contractor will have the total system responsibility for the complete system (aircraft, as well as all the training system). A previous RFI was released on 9 Aug 2011 to ask for industry comment on the draft System Requirements Document for the aircraft. The purpose of this RFI is to ask for industry comment on the draft Training Systems Requirement Document. Contract award for the aircraft and training system is anticipated to be in mid FY13. The USAF requires the following devices indicated in Table 1 with a medium risk schedule, beginning in FY15. Table 1. CRH Training System Requirements and Notional Schedule The above table is notional at this time and is an approximate representation of the systems, quantity, and delivery dates for the CRH Training Systems. The notional table is intended to provide industry with as much information as possible. The USAF anticipates the CRH aircraft will be an existing production helicopter with modifications using existing mature technology with only limited integration of existing subsystems as required. Like the CRH aircraft, the USAF anticipates the CRH Training System will be an existing production training system with modifications using existing mature technology to meet the CRH Training System requirements. RESPONSE GUIDANCE In order to obtain a copy of the TSRD to comment on, please request a copy with an email to the Contracting Officer and Alternate. Respondents will need to describe how their solution meets all the requirements as identified in the draft CRH Training System Requirement Document (TSRD). TSRD review comments should be provided in a spreadsheet format. Please provide information relative to your solution in the following areas of interest: For each requirement indicate: 1.) if it can be met with a notional unmodified baseline Training System in production; 2.) if the notional baseline Training System requires modification to meet the requirement; 3.) if it cannot be met with the modified baseline Training System, provide a brief explanation, comments, and/or recommended changes. In addition, please describe your overall strategy to implement the preliminary List of Information Assurance controls provided in Appendix N of the TSRD, in support of the Certification and Accreditation of the Training System and its infrastructure. Responses should be received by 1300 Eastern Time 16 December 2011. Responses must be submitted via one (1) hard copy with a CD copy in text searchable Portable Document Format (.pdf). Hand delivery of responses is acceptable. Information received as a result of this request will be considered sensitive and will be protected as such. Any company proprietary information contained in the response should be clearly marked as such, by paragraph, such that ‘publicly-releasable' and ‘proprietary' information are clearly distinguished. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. The USAF will not use proprietary information submitted from any one responder to establish the capability and requirements for any future systems acquisition, so as to not inadvertently restrict competition.
