Description
The Mission Installation and Contracting Command-Fort Gordon (MICC) intends to issue a sole-source, firm fixed price, purchase order to Promega Corporation for a quantity of one hundred and ten (110) each Plextor HY System, DNA 800 rxn kits and, thirteen (13) each of Plextor Calibration Kits, to conduct DNA analysis in criminal investigations. Promega Corporation holds the patent on Promega Corporation DNA quantization and is the only company that is authorized to market the requested Promega Corporation DNA quantization kits. The research and validation of these particular kits also proved that they served the best in low level DNA accuracy, which is paramount when conducting DNA analysis in criminal investigations. Other kits failed to achieve this level of accuracy required. Using any other kit would result in a lengthy validation phase, changing software on our instruments, and creating an unnecessary backlog in criminal cases submitted for examination. This would hamper the entire judicial process. DNA's case work is about 75% sexual assault related and has interest at the highest levels within DoD and Congress. These kits are required to support United States Criminal Investigation Laboratory. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by Wednesday, 25 November 2011 at 3:00 p.m. EST. Interested parties may identify their interest and capability to respond to this requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC-Fort Gordon will not be responsible for any costs incurred by interested parties in responding to this notice.
