Solicitation Numbers S5105A-12-R-0002 S5105A-12-Q-0001 S5105A-12-Q-0002 Notice Type Sources Sought REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT Procurement Center Defense Contract Management Agency Attachments to this RFI are: S5105A-12-R-0002 - Draft RFP attached S5105A-12-Q-0001 - Draft Performance Work Statement S5105A-12-Q-0002 - Draft Performance Work Statement NOTE: RESPONSE DATE HAS BEEN EXTENDED TO DECEMBER 2, 2011 5:00 P.M. EASTERN. Program Overview The Defense Contract Management Agency (DCMA) is seeking information to improve overall support of our Information Technology acquisitions. These initiatives are for Information Technology labor services to support the entire agency and will result in three acquisitions. The Software Acquisition Directorate operates as a center for application development, maintenance, testing, sustainment, and deployment of DCMA unique systems including Mechanization of Contract Administration Services (MOCAS), Shared Data Warehouse (SDW) and the DCMA Service Center. DCMA places high priority on ensuring that applications meet Agency requirements and are stable, reliable and secure. Scope of Project Three acquisitions to be awarded will be for the following IT efforts: 1) Software Development and Environmental Support - referred to as the Primary Integrator contractor S5105A-12-R-0002 2) Software Development and Database Support - referred to as the Primary Database contractor S5105A-12-Q-0001 3) Lifecycle Support/Software Development - referred to as the Primary Application Development contractor S5105A-12-Q-0002 A Primary Integrator is responsible for DCMA's Software Acquisition Directorate development projects that produce DCMA unique software for DCMA's Web Based Enterprise called eTools. The eTools Web Applications provide a set of tools for the input, management, retrieval, modification and storage of data in accordance with established policies, procedures and goals. DCMA eTools unique applications are built for DCMA's Functional Business Directorates such as Leadership and Management, Contracts, Pricing, Industrial Engineering, Program Integration, Quality Assurance, Government Property Management, Transportation and Packaging Contingency, and Contracts CCAS. The Primary Integrator is responsible for monitoring, administration, integration, release management and deployment of all eTools software products throughout three primary development and testing centers: Development Center, System Testing Center and Acceptance Testing Center. The Primary Integrator will collaborate with the Primary Application Development contractor, the Primary Database contractor, and the Test Support contractor daily to integrate, release manage and deploy all applications, database and business intelligence software into the three centers. The integrator is required to provide a facility with 80 offices and 6 conference rooms within 150 mile radius of Fort Lee to house the other three contractors as tenants and house the 20 test servers. These three IT efforts require daily collaboration with other contractors. A breakout of the performance tasks for each IT effort is as follows: The Primary Integrator • Systems Integration & Maintenance Services • Custom Software Middleware & Component Frameworks for Integration • Release Management Services • Provide Web Based Custom Application Development & Maintenance Services • Sustainment Workflow Services • Webmaster Services • Training Development • Business Intelligence Infrastructure & Maintenance Services • Technical Writing Services • Program Management Services • Facilities The Primary Database contractor • Develop & Maintain eTools Applications • Develop & Maintain Integrated Database • Develop & Maintain Reports, Cubes, Query & Business Intelligence Services • Develop Performance Indicators into Cognos Metrics Manager • Provide Database Support for EITS • Service Oriented Architecture • Develop and Maintain Portlets • Training Development • Communications & Marketing Support • Software Development Program Management & Reporting Primary Application Development contractor • Software Development • Maintain eTools Applications & EITS • Application Database Support • IBM Cognos Metrics Studio • Develop User Manuals & Online Help Documentation • Service Oriented Architecture • Training Development • Program Management Support The government anticipates these requirements will result in firm-fixed price contracts which will include a one-year base period and provisions for three or four one-year option periods. The Primary Integrator contract will be FAR Part 15 and the other acquisitions will be conducted under GSA, Schedule 70, Information Technology. Along with responses to the questions below, interested contractors should submit a capability statement for this requirement not to exceed 6 pages, single sided pages including all attachments, charts, etc. (single spaced, 11 point font minimum) that clearly details the firm's ability to perform the aspects of the notice described above and in the attached draft PWS. RFI Questions Indicate if your firm is a small business firm. The NAICS code and business size for these initiatives are: NAICS 541513 Size Standard - $25M Does your company qualify in any small business sub-category? (i.e. 8(a), HUBZone, SDVOSB, WOSB) If your company is considered a Small Business under the proposed NAICS code, do you foresee any impediments in support of these initiatives due to business size? Is your company capable of providing facility space for 80 offices and 6 conference rooms within 150 mile radius of Ft Lee, VA. Is your company willing to propose services for an unknown facility location within 150 mile radius of Ft Lee, VA. Do the statements of work provide enough information to quote a firm fixed price? If not, please provide the additional data required in order to meet such an arrangement. Within FAR guidelines, what is your recommendation to accurately price these efforts. Is your company agreeable to collaborate work with three other contractors on a daily basis. What do you envision as the major risk areas associated with this effort and how would you mitigate those risks? What would be your proposed solution to support this effort? Please provide any additional feedback you feel is relevant to these initiatives. Information provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process.
