Description
THIS IS A SOURCES SOUGHT SYNOPSIS. THE UPCOMING SOLICITATION WILL BE ISSUED AS A COMPETITIVE SMALL BUSINESS SET-ASIDE. The Government intends to acquire commercial services using FAR Part 12. The Government is seeking companies interested in providing Logistics Services at the Federal Law Enforcement Training Center at Glynco, Georgia (FLETC). The purpose of this announcement is to conduct Market Research for sources interested in performing the FLETC Logistics Services. The Federal Law Enforcement Training Center trains approximately 50,000 students per year and serves 90 agencies that demand high performance standards. These high performance standards require Logistics services be accomplished in an efficient, effective, and timely manner. The services to be performed are Logistics services accomplished primarily in Buildings 28, 205, 741, 2200 and an off-site building located at 2400 Glynco Parkway (Bldg. 2400, Asset Logistics Management (ALM), Brunswick, GA. Mail delivery, property movement, assembly, repair and installation will be performed throughout all FLETC buildings on Center and at Building 2400 The Contractor shall furnish all supervision, equipment, supplies and labor not identified by the Government as Government provided to satisfactorily perform the requirements necessary to provide logistics, mail/messenger and various ancillary support services for the FLETC, located at 1131 Chapel Crossing Road, Brunswick, Ga. 31524. The Contractor is responsible for planning and scheduling work to ensure material and labor availability is adequate to complete work requirements within the response times and quality standards. The Contractor shall perform services in the following area: a. Asset Logistics Management Support Section includes • Inventory Accounting • Sign Engraving • Ammunition Disposal Section • Miscellaneous Administrative Supplies b. Furniture/Equipment Assembly, Repair, Installation and Relocation c. On-Call Services includes: • On-Call Moving Service • On-Call Support Service • On-Call Contingency Support Services d. Postal Operations includes • Mail Pickup and Distribution • Sale of Postal Supplies • Processing and Dispatching Outgoing Mail • Student Mail Parcels • Reports • Inter-Office Mail/Parcel/Pickup and Delivery Services e. Automotive Supply Warehouse The due date for sources sought information is close of business (COB) (4PM EST) on December 2, 2011. After the acquisition team receives this information, a determination will be made whether or not to hold capability briefings. If the team intends to hold Capability Briefings, they will be held December 12 and 13, 2011. The Acquisition Team will contact vendors that provide notification to the Team that they are interested in scheduling a briefing by COB December 5, 2011. The briefings should not be more than 15 minutes in duration. The designated NAICS Code for this requirement is 561210, Logistics Services; the size standard is $35.5 million. The FLETC anticipates award of a Firm Fixed-Price, Single Award Contract. Indefinite Delivery Indefinite Quantity Contract Line Item Numbers are being considered for Service Work Orders. This award will include a 30-day phase-in period with a base period of twelve (12) months and four (4) 12 month option periods. Also, this requirement will include three (3) 12 month Award-Term options. The solicitation will be posted in FEDBIZOPPS, issued on or about February 27, 2012 and close on or about April 10, 2012. The Government will hold a site visit at FLETC, Glynco on or about March 14, 2012. This will be reflected in the solicitation. All dates are tentative. All amendments will be posted on FEDBIZOPPS. Survey questions the Acquisition Team requests Industry to answer are the following: 1. Do you understand this requirement by reading this notice? To confirm this, provide examples of understanding by showing knowledge and capabilities of Logistics Services at FLETC. 2. Where have you provided Logistics Services before? 3. When have you provided Logistics Services before? 4. Have you any Post Office Management experience? 5. Are you financially able to provide vehicles for this requirement? 6. Indicate your company's financial solvency by the following indicators: Filed bankruptcy within the last 7 years? Pay employees timely? How many employees? Do you have a Line of Credit at a Bank? How much? Is your company able to provide both performance and payment bonds for the FLETC requirement?
