Description
The Air Armament Center, Test and Evaluation Contracting Branch (AAC/PKET) is planning to award a sole source contract to Lockheed Martin Aeronautics Company (LM Aero), P.O. Box 748, Fort Worth, TX, 76101-0748 under the authority of FAR 6.302-1. It is anticipated that the new sole source contract will be awarded in September 2012. The 46th Test Squadron (46 TS) Datalinks Test Facility (DTF) requires enhancements or upgrades to the F-16 Avionics Test Station (ATS) in support of F-16 integration testing of the LVT-1 family of Link-16 terminals and Improved Data Modem (IDM) and software upgrades. Additionally, the F-16 ATS provides the capability to generate targets from information received from the Distributed Interactive Simulation (DIS) network. Support under this procurement may include software and hardware upgrades that would affect the Eglin DTF F-16 ATS datalink testing capability, to include upgrades or enhancements to the DIS software to achieve higher levels of fidelity or actual F-16 Operational Flight Program (OFP) updates, which is the F-16 aircraft software required to run the ATS. The physical installation of any software or hardware upgrades at the Eglin DTF may also be necessary. The contractor must have a prior and detailed working knowledge of the unique equipment and software involved. This must include knowledge in (1) design and operation of the DTF F-16 ATS hardware and software, (2) the interface between the ATS models and the F-16 OFPs, and (3) the modeling software and its interfaces with the Eglin DTF ATS hardware. LM Aero is the only known company that has the detailed knowledge and expertise to meet the Government's requirements. A requirements contract is anticipated with firm-fixed price, fixed price incentive fee, cost plus incentive fee, cost plus fixed fee, time and material, and other contract types potentially being utilized during the course of this contract. It is estimated that the total period of performance will not exceed five years from the time of award. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the points of contact identified above.
