- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1(a), with JEOL USA, INC., of Peabody, MA for a AXCE-86 Two-Crystal Spectrometer including a 733-PETJ Crystal, a 733-LIF Crystal and a 733-XPC Exnon Proportional Counter currently being used by the Material Measurement Laboratory Division at NIST, Gaithersburg, Maryland. *****The Sole Source determination is based on JEOL USA manufactures a spectrometer that is 100% compatible with an existing JEOL JXA-8500F electron probe microanalysis instrument. The upgrade to the existing JEOL JXA-8500F electron probe microanalysis instrument will include AXCE-86 Two-Crystal Spectrometer including, 733-PETJ Crystal, 733-LIF Crystal, and a 733-XPC Exnon Proportional Counter. The existing microanalysis system and spectrometer are proprietary to Jeol USA. Jeol is the sole manufacturer and distributor of these systems *****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. *****A sources sought notification was posted on 10/19/2011 and closed on 11/3/2011 on FBO.gov. The sources sought notice was for market research purposes to find any responsible sources, including large, foreign, and small businesses. No responses were received to the sources sought. *****NO solicitation package will be issued. This notice is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to this requirement. Inquires will only be accepted via email to james.cariaga@nist.gov. The government will consider responses received by 12:00 p.m., EST, 12/2/2011. A determination by the Government not to compete this proposed acquisition base on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. In the absence of responses NIST proposes to negotiate with JEOL USA on a sole source basis. No telephone requests will be honored.
