Description
UNIT SELECTED Comparison of available models based off of market research Added: Nov 17, 2011 10:45 am ***NOAA’s Acquisition & Grants Office, Marine Operations Center, Newport, OR, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Facet International of Tulsa, OK, for the supply of a Bilge Water Seperator for the NOAA Ship Fairweather - ***The sole source determination is based on the National Oceanic & Atmospheric Administration’s (NOAA) requirement for a Bilge (Oil/Water) Seperator only the Facut International CPS 3.2E + EBM 14x1 Unit would meet all of the requirements listed below. See attached Market Research for more information. Required features include Unit must be designed for operation on 440VAC, 60Hz power. - Allowable size envelope for the complete unit is no greater than 42” W x 32” D x 45” H. No additional space is available for “modular” installation (i.e. locating separate components of the system at multiple locations in the machinery space.) - Must be capable of processing oily water directly from the machinery space bilge without additional settling or preheating. - Must be capable of 3 gallons per minute processing rate minimum. - Must be ABS type approved. - Must meet IMO MEPC 107(49) standard. Units meeting the previous standard (IMO MEPC 60(33)) are no longer permitted for new installation under USCG regs. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment/services that fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
