However, the requiredquantity may change therefore contractor shall provide proposed pricesto the following ranges. If the quantity ranges provided in thissolicitation do not provide the best pricing option then the contractorshall submit quantity ranges that yield the best prices to theGovernment based the Min quantity of 1 ea and Max quantity of 6 ea. SeeClause 52.207-4. The quantity of this solicitation will be re-evaluatedupon receipt of the contractor's proposal. Description and Function: Opens and closes inlet and outlet doors toprovide outside air which serves to dissipate heat generated by thesurveillance radar system (IFF) and associated equipment in the antennapedestal. NEW MANUFACTURE ONLY - SURPLUS NOT AUTHORIZED Electronic procedure will be used for this solicitation.IAW FAR 5.207(c)(13)(ii), All responsible sources may submit acapability statement, proposal, or quotation, which shall be consideredby the agency.The proposed contract action is for supplies and services for which theGovernment intends to solicit and negotiate with only one, or a limitednumber of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respondto the requirement or submit proposals. This notice of intent is not a request for competitive proposals.However, all responsive proposals received within forty five-days(thirty days if award is issued under an existing basic orderingagreement) after date of publication of this synopsis will be consideredby the Government. A Determination by the Government not to competethis proposed contract based upon responses to this notice is solelywithin the discretion of the Government. Information received willnormally be considered solely for the purpose of determining whether toconduct a competitive procurement.Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. While price will be a significant factor in the evaluation of offers,the final contract award decision may be based upon a combination ofprice and past performance factors as detailed in the solicitation.Note: An Ombudsman has been appointed to hear concerns from offers orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process. To be eligible for contract award,offerors must be approved sources, in accordance with qualificationrequirements. The Government is NOT required to delay contract award toreview pending Source Approval Requests (SARs). Therefore, offerors areencouraged to submit SARs AS SOON AS POSSIBLE. If the Government hasnot completed review of a SAR package when the contract is awarded, theSAR will be retained and the source will be reviewed for possible sourceapproval for future awards.
