- This announcement is a Sources Sought Synopsis and is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. The Government does NOT intend to contract on the basis of this request or otherwise pay for any information solicited herein. This synopsis is to notify interested contractors that the Government intends to procure 118 each "F-15 Valve, Solenoids" as part of a follow-on contract for continued development of the F-15. The F-15 Valve, Solenoids are considered highly specialized because they are precision valves that incorporate both mechanical and electrical systems. The dimensional tolerances are very tight and need to be precise for this valve to work with the next higher assembly, the shimmy damper. The integration of electrical controls corresponding to the mechanical valve control requires months, if not years of testing, to ensure the correct function of the valve. To qualify a valve not manufactured from Parker Hannifin would require multiple test stand type tests, fit checks, flight testing (which includes steering capabilities) and multiple aircraft for testing. Parker Hannifin has the engineering expertise for this valve and it would take years and millions of dollars to qualify multiple manufacturers. If the wrong materials, processes, and geometry are used for the F-15 Valve, Solenoid it could be either ineffective, unreliable or both. These parameters are limited to the Original Equipment Manufacturer (OEM) with the designs, data, and drawings created at Parker Hannifin's own expense. Interested sources that have provided a similar item or this exact item for other government agencies should submit a Source Approval Request. (SAR) The Government does not have rights to the data for this requirement.
