Description
This is an 8(a) competitive, Design-Build acquisition which will result in an Indefinite Delivery, Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC). Task orders issued under this SATOC can require performance at military installations anywhere in the contiguous United States (CONUS) and may require work outside the contiguous United States (OCONUS). The life of the basic contract is for a base period of one (1) year, with one (1), one-year option period or $49M; whichever occurs first. The Government will use a best value, trade-off evaluation process in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. The order limitation of task orders shall range between $750K and $7M. Task orders issued under this SATOC will be firm-fixed price. Description of Work: Task Orders placed under this SATOC will be Design-Build. Our customer, the Air Force Medical Service (AFMS), provides sustainment, repair and modernization support to facility physical plant and infrastructure systems that are installed in Air Force medical treatment facilities (MTF) worldwide. MTFs are responsible for providing health care to Air Force, DoD, DoD retired and military dependents. The building physical plant can best be defined as any and all major building system(s) that provide a safe, comfortable interior environment that is conducive to healing. Typically, there are three predominant infrastructure systems which comprise the building physical plant and they are the Building Envelope, the Mechanical Infrastructure and the Electrical Infrastructure. The Building Envelope includes sub-systems such as roofs, windows, exterior walls and the entire exterior building envelope which provides a barrier and shields the interior spaces from the infiltration of water, contaminated and/or unconditioned air. The Mechanical Infrastructure Systems includes systems which condition, produce, distribute and control the air; process water, potable water and waste water; fire suppression and specialized distributed medical systems within the facility. These systems include but are not limited to the Heating Ventilation and Air Conditioning (HVAC) systems typically comprised of boilers, chillers, pumps, compressors, pneumatic and electronic control systems, refrigeration systems, sanitary sewer, medical air/gas production and regulation, vacuum and medical waste systems. The Electrical Infrastructure system provides for the safe and reliable generation, regulation, transformation, distribution of critical electrical power throughout the facility, as well as provides for clear audio/visual communication of fire and emergency egress systems. These systems typically include medium and low voltage dry-type and oil filled transformers, service entrance switchgear and large power circuit breakers, diesel driven electrical power generators, emergency power transfer switches, main power switchboards, bus ducts, feeder and branch circuit wiring systems; emergency and general interior/exterior lighting systems; fire alarm panels, heat/smoke detection systems, fire alarm initiation devices, fire alarm bells and audio/visual notification systems, public address/notification systems, nurse call systems; lightning protection systems, electrical grounding systems; and exit/egress pathway marker lighting systems. The AFMS has 73 medical campuses around the world ranging from very large medical trauma centers to small clinics and veterinary offices. These facilities also range in age from new construction to buildings originally constructed circa 1950 and older. Even though properly operated and maintained, through the natural aging process over the life of the facilities, the physical plant and major infrastructure systems deteriorate and eventually fall to a state of disrepair. When this happens, the facility physical plant is no longer capable of meeting minimum performance levels required to maintain a safe healing environment for the patients and staff. Through continuing facility condition assessments, the AFMS Engineering Branch, working with the local Medical Group Facility Management teams, identify systems which are in need of performance life extension, repair, restoration and/or modernization in order to continue to support the total physical plant performance charter and the medical mission. Interested firms should be capable, and prepared, to perform numerous task orders, at various CONUS and/or OCONUS geographic locations, simultaneously. The Government will use a trade-off evaluation process in determining the best value. Offerors will be required to submit technical proposals in conjunction with a price proposal. The evaluation factors include - Qualifications and Experience of the Team; Management Approach; Risk Mitigation; and Past Performance. All non-cost factors, when combined, will be significantly more important than price. A pre-proposal site visit will be conducted for the "seed project" on or around 14 December 2011 at Nellis AFB, Nevada. Details concerning the pre-proposal site visit will be provided in the solicitation. The approximate issue date of the solicitation is 8 December 2011.
