Description
SUBJECT: SOURCES SOUGHT ANNOUNCEMENT for a SUBMARINE EMERGENCY POSITION INDICATING RADIO BEACON (SEPIRB) DESIGN AND CERTIFICATION UPGRADE, BY REPLACING OBSOLETE COMPONENTS. PURPOSE: THIS SOURCES SOUGHT SYNOPSIS IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. This is a sources sought notice for written information, and is not a formal solicitation announcement. No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement. The Naval Sea Systems Command (NAVSEA) PMS394 seeks information to determine interest from qualified commercial sources, with specific technical experience and expertise, and necessary facilities to provide an updated T-1630/SRT Submarine EPIRB (SEPIRB) design and certification, by replacing obsolete components. The Contractor will be required to maximize the use of Commercial-Off-the-Shelf (COTS)/NDI components, identify their functionality, and provide copies of license agreements related to use of these components to the Government. BACKGROUND: The T-1630/SRT SEPIRB currently in use by the U.S. Navy is no longer supportable due to component obsolescence. The draft Statement of Work (SOW) contains mandatory system requirements; any respondent that does not have the technical capability and facilities to support the upgrade of SEPIRB design and certification requirements may not be considered a potential source. A copy of the SEPIRB SOW and Functional Requirements Document (FRD) can be obtained by contacting Ms. Alison Bailey at 202-781-7386, or alison.bailey@navy.mil. SCHEDULE: Satisfactory completion of SEPIRB replacement first article development, Navy acceptance testing, and COSPAS-SARSAT Type Approval is required within twelve (12) months after contract award. RESPONSES: Interested parties shall provide a concise capability statement, limiting the response to five (5) single-sided pages. Standard brochures and/or paraphrasing of the Statement of Work will not be considered a sufficient response to this notice. Government feedback and/or evaluation information pertaining to individual capability statements will not be provided. Capability statements shall include the following information: (1) Name of business; (2) Contact information (address, telephone, facsimile, e-mail, website address); (3) Unclassified company literature and/or a capability summary describing their relevant corporate experience in providing similar functions as described in the SOW; (4) Description how the respondent ™s facilities support the SOW; (5) Description of technical competencies and organizational experience relative to the key task areas in the draft SOW; (6) Description of any risk associated with providing form, fit and function SEPIRB replacements that satisfactorily pass COSPAS-SARSAT Type approval testing and other testing requirements of the Navy; (7) A Rough Order of Magnitude (ROM) estimate of cost and delivery schedule; (8) Any comments or concerns regarding the draft SOW or subject procurement. No telephone inquiries will be accepted. The Government does not commit to providing a response to any comment or questions. THE GOVERNMENT WILL USE THE INFORMATION PROVIDED IN RESPONSE TO THIS NOTICE TO IDENTIFY POTENTIAL QUALIFIED COMMERCIAL SOURCES TO PROVIDE UPDATED T-1630/SRT SEPIRB DESIGN AND CERTIFICATION. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. No basis for claim against the Government shall arise as a result of this announcement or for Government use of any information provided. This sources sought is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosures; however it is incumbent upon the respondent to appropriately mark all submissions. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of responses to this announcement.
