- This presolicitation notice is an announcement of a requirement for non-personal services for Advance Life Support (ALS)/Ambulance Services for Holloman AFB, New Mexico. This acquisition will be for a firm, fixed price contract. DESCRIPTION OF WORK: The Contractor shall provide 24-hour coverage, 7 days a week, 365 days a year of emergency patient response/transport services at Holloman AFB (HAFB), New Mexico which includes all associated housing areas and limited surrounding areas (2 miles east of base and 7 miles west of base). This includes White Sands National Monument, approximately 8 miles from base. The Contractor shall provide personnel for each shift to perform emergency transport services consisting of two (2) Emergency Medical Technicians (EMTs), of which one (1) must be an Emergency Medical Technician - Paramedic (EMT-P). HAFB shall provide a primary and secondary ambulance. The ambulances will be equipped to meet the Advanced Cardiac Life Support (ACLS) standards for patient transport services. The Contractor shall also provide ambulance response to emergencies as requested by dispatch. The response time is not to exceed seven (7) minutes with 90 percent compliance. Contractor shall be responsible for the transfer and stabilization of patients from HAFB to the Government designated health care organization which is Gerald Champion Regional Medical Center (GCRMC) in Alamogordo, NM, located 12 miles from HAFB, ensuring the patient receives the appropriate level of care at all times. The Contractor shall perform in accordance with standards outlined in the Performance Work Statement (which will be provided with the posted solicitation) and with all applicable federal, state, and local laws and regulations and the original equipment manufacturers' technical manuals and specifications. The contractor will have a Government-furnished on-site location to conduct the requirements of this contract. PERIOD OF PERFORMANCE (POP): The base POP is from 1 Apr 12 to 31 Mar 13 plus four (4) one-year options (if all options are exercised, ending 31 Mar 17). The base period includes a 30-45 day transition. Options may be exercised unilaterally by the Government. The accompanying solicitation will have the clause FAR 52.217-8, Option to Extend Services; and FAR 52.217-9, and Option to Extend the Term of the Contract. IMPORTANT NOTICES: This acquisition will be competitively set-aside for Small Business (SB) concerns. A SB will be considered small under North American Classification System (NAICS) code 621910 with a size standard of $7M. RFP submission must be in accordance with solicitation. All amendments, if applicable, must be acknowledged. All offerors must be registered in Central Contractor Registration (CCR) per FAR 52.204-7 at the website: https://www.bpn.gov; and the Online Representations and Certifications Application (ORCA) at the website: https://orca.bpn.gov in order to receive award consideration.
