Description
Total Small Business Set aside: The Environmental Protection Agency (EPA) has a requirement for QUALITY ASSURANCE (QA) AUDITING SUPPORT PROGRAM FOR THE ASSESSMENT OF HUMAN EXPOSURE TO AIR POLLUTANTS. This is an ongoing program to support EPA in the development and performance of a comprehensive QA auditing program for complex and diversified experimental systems used to measure the effects of air pollutants on humans. The successful offeror will (1) perform regularly scheduled audits using EPA approved procedures, (2) support EPA in the development of new audit techniques, (3) support EPA in the modifications of existing audit procedures, and (4) on short notice, conduct non-scheduled audits on new or existing equipment. The successful offeror will perform audits of gaseous pollutants, aerosol, environmental, physiological data acquisition subsystems of the USEPA?s clinical research facilities. Therefore, offerors must be knowledgeable in both air pollutant measurement methods and medical measurement instrumentation. Specific details of the requirement will be outlined in the Statement of Work. The EPA anticipates the award of a cost plus fixed fee, level of effort term (work assignment contract) with a 60 month performance period consisting of a 12 month base period and four 12 month option periods for a total of 32,000 hours. The level-of-effort is 4,000 base hours plus 4,000 optional hours for the base period. In addition each option period will contain a base quantity of 4,000 base hours plus 4,000 optional hours. NAICS Code 541380 applies with a small business standard of $12.0M. The request for proposals (RFP) will be issued on or about August 11, 2011 and proposals will be due 30 days after the RFP issue date. This procurement is a follow on to contract EP-D-07-021 with Zedek Corporation which expires 01/31/2012. EPA has determined that this solicitation will be issued under as a 100% small business set aside. No further synopsis will be published.
