- This construction contract will be procured through a design/ build (D/B) two-phase request for proposal (RFP) process. This is a Synopsis/Pre-solicitation Notice: Hospital Nutrition Care Department Addition/Alteration, San Antonio Military Medical Center, San Antonio, Texas. (This Pre-Solicitation Notice was previously issued 29 June 2011 under Solicitation Number: W9126G-11-R-0122. This notice replaces the previous Pre-Solicitation Notice in its entirety.) This construction contract will be procured through a two-phase design-build best value request for proposal (RFP) process using "full and open" competition. The project will expand and reconfigure the existing Nutritional Care Department into the adjacent light well/courtyard and extends the interstitial space over the new kitchen. Supporting facilities include select utility upgrades and alteration: phasing costs, temporary facilities, and temporary parking. The project will be designed in accordance with criteria prescribed in DoD Unified Facilities Criteria (UFC) 4-510-01, World Class Evidence Based Design principles, DoD Minimum Antiterrorism Standards for Buildings UFC 4-010-01, barrier-free design in accordance with DoD criteria and the DEPSECDEF Memorandum "Access for People with Disabilities" dated October 31, 2008, and applicable energy conservation legislation. The project will be designed to LEED 3.0 Silver Certified rating standard. Operations and Maintenance Manuals, Comprehensive Interior Design and enhanced commissioning will be provided. Air Conditioning: estimated 20 tons. The magnitude of construction is estimated to be between $25 and $100 Million. The acquisition method for this project will be 2 Phase Design Build IAW FAR Part 36.3. After Phase 1 evaluation of proposals, up to three contractors will be selected to participate in Phase 2. The Government anticipates announcing Phase 2 selections by 30 March 2012 and Phase 2 issuance mid April 2012 and Phase 2 contract award by 30 July 2012. The evaluation factors are as follows: Phase 1, Specialized Experience, Past Performance, Organizational and Technical Approach, and Evidence of Ability to Obtain Bonding; Phase 2, Phase 1 Overall Rating, Design-Technical, Proposed Schedule and Key Subcontractors, and Utilization of Small Business Concerns. Estimated Design and Construction period is approximately 730 days. Small and Small Disadvantaged Subcontracting Plan will be required from large business using Fort Worth District goals as follows: Small Business - 50%,Small Disadvantaged Small Business - 17%, Women-Owned Small Business - 18%, HUBZone Small Business - 10%, Veteran-Owned Small Business - 8.5%, Service-Disabled Veteran-Owned Small Business - 4%. The 2002 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1542. The Product Service Code is Y199. The Small Business Size Standard is $33.5 Million.
