Description
The Contracting Department, Naval Medical Center San Diego (NMCSD), San Diego, CA, 92134 intends to negotiate a Firm Fixed Price contract, utilizing procedures under FAR Part 13, for Commercial Items, for a portable Geodesic Electroencephalograpy machine. The requirement calls for delivery within 30 days of contract award. A complete RFQ package (N00259-12-T-0600) will be available on or around November 17, 2011 by downloading the documents at the NECO Website as follows: http:// www.neco.navy.mil. The North American Industry Classification System (NAICS) code for this acquisition is 334510. The attached solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-54. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Contractors that are not registered in the CCR database may be given time to register if the requiring activity allows for a delay. However, if the needs of the requiring activity do not allow for a delay, the next otherwise successful registered offeror shall be granted the award. Salient Characteristics that may satisfy the requirement include: -Amplifier: 32 channel EEG system (300 Amps) with hospital grade isolation -Net Station: with 32 channel for adult small and adult large sensor nets for EEG acquisition, display of spectral data -Visual and auditory modality stimulator, digital-video workbench device -Net Station Acquisition Review and Analysis Software -Minimum 3 sensor nets (adult small, medium, and large) -Electrode replacement sets -Potassium chloride -Review and Analysis software for data storage, display and synchronized -digital video and EEG playback -Computer: portable laptop for acquisition review and analysis software -Second laptop computer for net station stimulus generator including -Complete stimulus presentation workstation based on E-Prime 2.0 Professional that integrates seamlessly with EEG system using TCP communication and Network time Protocol (NTP) for millisecond timing precision required of ERPs. (Experimental control hardware: microphone, serial response box, response pad, and timer) -Computer carrying case for the system and the laptop -Necessary program licenses; warranties and extended warranties for minimum of 2 years (study duration) -EEG/ERP Analysis Tutorials; phone and email support; training or workshops -On-site installation and training and two tuition waivers for workshops -FDA-cleared for use in clinical populations. -Ability to record critical voltage fields generated by the inferior temporal lobes and ventral aspects of the frontal lobes with electrodes placed below the canthomedial line at the back of the head, under the ears, and on the face (i.e., whole head sampling). -Routine recordings must use inexpensive, easy-to-use, and easy-to-clean saline electrolyte. -Net preparation and application for routine recordings in less than 10 minutes. -Painless EEG requiring no scalp abrasion, and no pressure points. -Mac-based data acquisition and analysis system that is virtually impervious to infiltration by malicious programs (i.e., viruses, worms, Trojan horses). -Input noise specification of less than 0.7 microvolts. -EEG recordings must be capable of being read by the following third-party software applications: BESA, EMSE, PRANA, Matlab, EEGLab, SPM, Fieldtrip, -Persyst EEG Suite, CURRY, and Brain Vision Analyzer. -Ability to upgrade the EEG system in channel count (to 64, 128, or 256 channels) and to fMRI compatibility at any channel count.
