Description

This Presolictation is issued unrestricted. Acquisition procedures in FAR Part 12 and FAR Part 13.5 apply to this acquisition. The Consolidated Mail Outpatient Pharmacy for 10 each, Eyecon Tablet Counters. Prospective offers are required to quote the brand-name item, the "or equal" item or both items. To avoid potential confusion, if an offeror elects to quote both the Eyecon Tablet Counters and an "or equal" item, then please submit separate and independent quotation documents for each item quoted. If quoting an "OR EQUAL" item of supply, then the "or equal" item of supply must meet all the physical, functional and performance characteristics listed in the RFQ. Any offeror who quotes an "or equal" item has the burden of proof and responsibility to show the "or equal;" does in fact meet the Government's stated parameters. New items are solicited. Reconditioned or remanufactured devices (see the definitions found at FAR 11.001) are technically unacceptable and ineligible for award. No "Grey Market" items. All items quoted SHALL include the following: Operating System: Platter Surface Area: 48" sq Dimensions: 28"Hx 11"Wx 17.5"D Weight: 16-18 lb (28 lb ship weight) Screen: 6.5" Color LCD flat panel touchscreen Integrated Barcode Scanner: Class I Laser, Standard symbologies Warranty: Two year limited Pill database updates provided regularly Pill database updates provided regularly Interfaces to several pharmacy management software systems Two (2) USB Ports Ethernet Port Power: 100-240 VAC, 47-60 Hz Approvals: FCC, ETL safety In order to count 30 pills the GSE Model 664 Scale the average fill time is 15.6 sec. This Eyecon table counter counts using a photo that is updated 5 times/second and validates the item being counted using a built in data base. Forward a copy of your standard commercial warranty concurrently with your quotation. Accelerated delivery is acceptable only if there is no additional cost or obligation to the Government for accelerated delivery. Failure to deliver all items by December 20, 2011 may result in termination for cause in accordance with FAR 52.212-4(m). The evaluation criterion for award is lowest, priced, technically acceptable. Submit questions concerning this acquisition to arrive no later than 9 a.m. Central Time, November 20, 2011. Questions received after this date and time will not be answered by the Government. Submit EYECON TABLET COUNTER IN SUBJECT" in the SUBJECT line of the e-mail message to evelyn.halliburton@va.gov Receipt of your quotation is due no later than November 20, 2011 at 11 a.m. CentralTime. Submit your quotation package via e-mail to evelyn.halliburton@va.gov The prospective awardee must have an active registration in the Central Contractor Registration (CCR) as a condition of contracting. The prospective awardee must have their Online Representations and Certifications Application (ORCA) (www.bpn.org) in a current status as a condition of award. Your quotation must remain valid for a minimum period of 30 calendar days from the date set for receipt of quotations. Prospective offerors are reminded of their responsibility to monitor FEDBIZOPS for possible future amendments and award information. No telephone calls accepted at any time.
