Description
THIS ANNOUNCMENT CONSTITUTES A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IN NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. Market research is being conducted to identify potential small businesses capable of providing a modular facility. Naval Facilities Engineering Command, Public Works Department Patuxent River is seeking Service-Disabled Veteran owned Small Businesses (SDVOSB); certified HUBZone Small Businesses; certified 8(a) Small Disadvantaged Businesses; Woman-Owned Small Business with current relevant qualifications, experience, personnel and capabilities to perform the proposed requirement. The Contractor shall provide all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to provide the delivery, set-up in place and leasing (to include the general maintenance of the structure) of a new two story modular facility, and the removal of the facility upon completion of the contract term. This facility shall be planned for a minimum of 185 personnel and a minimum of 33,900 square feet which excludes the thickness of the exterior walls. The maintenance of this facility shall be provided by the Contractor in the form of service calls and monthly inspections. The relocatable facility shall be located at the Naval Air Station, Patuxent River. The facility shall be complete with lighting (interior & exterior), Elevator, Stairs, HVAC, utilities, sewer, water (domestic and sprinkler), electrical, Entrance Facility/Point of Presence (EF/POP) room, Outside Plant (OSP), and Inside Plant (ISP), communication cabling (fiber/copper) and associated components to support data, voice and video requirements, electric power distribution panels, fire alarms, wet pipe sprinkler system and emergency lighting. In addition the relocatable shall have special communication/security requirements, a secure room requiring additional fiber/copper requirements to meet security requirements, ADT security systems as required, store room, and kitchen. North American Industry Classification System (NAICS) Code for this procurement is 531120 and the annual size standard is $7,000,000. The contract term will be a base period one (1) year delivery, set-up and lease plus two (2) option years. It is requested that interested businesses submit to the contracting office a brief capabilities statement package, no more than 6 pages in length including all attachments, resumes, charts, etc. (single-spaced, 12-pt font minimum) that clearly details the firm s ability to perform the aspects of this notice described above. The package must include the following: (1) Relevant Experience to include experience in performing efforts of similar size, scope and complexity within the last three years, including contract number, indication whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number; and a brief description of how the contract(s) referenced relate(s) to the project described herein; and (2) Company Profile to include certification, number of employees, office location(s), DUNS number, CAGE code, and a statement regarding small business designation and status. All small businesses are encouraged to respond to this Sources Sought Notice. Vendors are reminded that THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL . The purpose of this Sources Sought Notice is to assist the Contracting Officer in determining whether an 8(a), HUBZone Small Business, Service Disabled Veteran Owned Small Business, or Women Owned Small Business is an acceptable acquisition strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. Any and all qualified firms are encouraged to respond. Responses to this Sources Sought Notice shall not constitute responses to solicitation, which is not currently available. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Sources Sought Notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the acquisition.
