- The U.S. Army Corps of Engineers, Europe District plans to enter into a Firm-Fixed-Price (FFP) Contract for distinct Design-Build and Design-Bid-Build projects for an Operational Launcher Site, a Power Station, and Bunkers at two sites in central Israel. The Operational Launcher component involves the construction of five (5) reinforced protected concrete structures with protective doors/gates, approximate area 450 sqm. The Power Station component involves the design and construction of an Electro-Magnetic Pulse Power Station which includes two diesel 200 kva generators. The Bunker component involves the construction of reinforced protected concrete structures with protective doors/gates, approximate area 330 sqm. The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. The contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States firms only, in accordance with 41 U.S.C 421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in this solicitation must be U.S. firms. Any joint-venture must be with another U.S. firm. Responses are desired from firms who can demonstrate recent experience and good past performance in construction of similar facilities. The qualifications of the construction firm along with the submitted price will be evaluated by the Government and award will be made to the overall Best Value. The estimated magnitude of construction is between $10,000,000 and $25,000,000. The maximum contract duration is 485 calendar days. This is an unrestricted procurement. The North American Industrial Classification System Code (NAICS) is 236220. The Government will post this synopsis, the solicitation, and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business Web Site to the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site http://www.fedbizopps.gov. It is the Offeror's sole responsibility to obtain the solicitation and any subsequent amendments through this website. Offerors are encouraged to visit this web site and become familiar with its contents and functionality prior to the solicitation issue date. It is estimated that the solicitation will be issued on or about 2 December 2011 with a site visit on or about 14 December, a preproposal discussion/training on 15 December, and an estimated closing date of 4 January 2012. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any.
