- This notice is for informational and planning purposes only. The 413th Contracting Support Brigade, Regional Contracting Office, Hawaii (413th CSB, RCO-HI), is performing market research for a new service type firm fixed price contract. This is NOT a solicitation for proposals, proposal abstracts, or quotations, and response to this notice is not a request that will be considered for contract award. This is strictly market research and the Government will not entertain questions concerning this market research. The purpose of this notice is to obtain information regarding: (1) The availability and capability of qualified small business sources. (2) Whether they are a small businesses; HUBZone small businesses; service-disabled veteran-owned small businesses; 8(a) small businesses; economically disadvantaged woman-owned small businesses; or women-owned small business. (3) Their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. NAICS: 541519 Small Business Size Standard: $25.0 Million per year Period of Performance: 3/29/12 - 3/28/13 with two (2) one-year option periods from 3/29/13 - 3/28/15. (Subject to change.) Performance Locations: Base IT operation services/resources for all US Army Reserve facilities and service based locations to include Hawaii, Alaska, Guam, Saipan, Hilo, Maui, California and Korea. Requirements: Contractor shall provide the U.S. Army Reserve Theater Support Group - Directorate of Information Management (USAR TSG IMD) with a complete enterprise IT solution to include consulting, design, implementation, and management of Wide Area Networks/Local Area Networks (WAN/LAN) and all IT systems for the Army Reserve Pacific operated by or under the control of the USAR TSG IMD. The Contractor shall provide personnel and personnel management services, in order to perform and support: Network Operations and Management (NetOps); Telecommunications Switch Management; Helpdesk; Systems Administration; Information Assurance; Web Services; Database administration; Application Programming (e-staffing); Video Teleconferencing Systems Support, Training and Documentation of Army Reserve Pacific IT systems and infrastructure. Current network infrastructure consists of Non-Secure Internet Protocol Router Network (NIPR), Secure Internet Protocol Network (SIPR), Combined Enterprise Regional Informational Exchange System (CENTRIXS), and a commercial Retention/Education/Family Support (REF) Network, and the Army Reserve Network (ARNET). Information technology (IT) services for NIPRNET and SIPRNET systems owned by the Government for elements of the United States Army Reserves (USAR) Pacific and its supported customers 24 hours per day, seven (7) days per week, including federal holidays. The Contractor shall provide dedicated on site and off site IT services. This IT support shall consist of installing, operating, administering and maintaining various network management and security monitoring systems, operating systems and network application systems installed and maintained by the USAR TSG IMD at various Pacific LandWarNet (PLWN) sites. The Contractor shall provide personnel with requisite training, experience, skills and certification(s) to perform monitoring, surveillance and management according to DoD Information Assurance Certification and Accreditation Processes (DIACAP) of assigned telecommunication and information systems. - The TSG is required to maintain a DIACAP library and ensure compliance with regulations. Extensive leveraging of contractor SMEs is used to achieve this requirement and to maintain existing and future ATOs. - Management and administration of Altiris Service Oriented Management Solutions. Products in use and critical to the daily operations include Asset Management Suite, Backup Exec System Recovery Solution, Client Management Suite, Deploy Solution, ServiceDesk, Inventory Solution, IT Management Suite, SecurityExpressions, Server Management Suite, and Workflow (e-Staffing). - Experience supporting Life Cycle Replacement (LCR) for USARC computers, servers, and IT components through Altiris Deployment Solutions. - Onsite support for the 8 Reserve Centers and other support units in the AOR of the 9th Mission Support Command (9th MSC) is required in a timely manner following a verbal request for service. Reserve Centers located in Ft. Shafter (Island of Oahu), Maui, Ft. Wainwright (Alaska), Ft. Richardson (Alaska), Hilo (Island of Hawaii), American Samoa, Guam, and Saipan. Additional support provided to South Korea and California. - The Army TSG requires that Guam, American Samoa, and Alaska have a permanent support technician located at each site. Technician should provide 24x7 IT and VTC support and have experience supporting SRPs and Battle Assemblies. - Design, configuration, administration and deployment of non-tactical flyaway kits for use during SRPs, various mission requirements, and emergency operations. - Subject matter expertise in supporting the combined unique aspects of USARC and USARPAC networks. - Support current Continuity of Operations Plan (COOP) operations between Ft. Shafter and Schofield Barracks to maintain redundant services and data replication. Future requirements include a need to relocate the entire IT inventory of equipment and services from Schofield Barracks to Ft. Wainwright in support of the new COOP location. - In-depth telecom knowledge to continue flawless uptime of existing Nortel Option 81C. Expertise needed to migrate the Option 81C to a VoIP solution such as Cisco Call Manager with Unity Messaging; providing services to reduce the Total Cost of Ownership of phone lines and improve reliability. - VTC expansion and design services to include deploying the new Tandberg Expressway into the USARPAC IP infrastructure. - Execute task requirements for projects that are outside of the normal operations of the 9th MSC. Typical examples include turnkey solutions for VTC studios, Network Expansions, and 3rd party manufacturer upgrades such as with the Nortel 81C. - Communication Security (COMSEC) trained--Authorized to pickup and load comsec, Alternate Telephone Control Officer (TCO). - In depth knowledge of the Army Reserve specific software (Reserve Component Automation Systems [RCAS] and Regional Level Application Software [RLAS]) used to support the soldier pay, leave, orders, SRP procedures, and personnel transactions. ***Read attached draft Performance Work Statement (PWS) for details.*** Capability Statement/Information Sought: Interested qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 10 single-sided pages (including all attachments, tables, charts, etc.), presented in single-space and using a 12-point font size minimum. Capabilities statements shall outline the company's capabilities and experiences by addressing the following: 1. Current small business status (HUBZone, Service Disabled Veteran-Owned, Economically Disadvantaged Woman Owned Small Business, Women Owned Small Business, 8(a)); this indication should be clearly marked on the first page of your capability statement, as well as the eligible small business concern's name, point of contact (address, telephone, email, website, etc.), DUNS number, and CAGE code. 2. A synopsis that demonstrates the contractor's knowledge, capabilities, and experience in the ability to perform the requirements of the notice as described above in the "Requirements" section and in the attached draft PWS. 3. Does the contractor have the ability to provide the minimum staffing of key personnel in all locations identified as stated in Annex H of the draft PWS with appropriate experience and security clearance? Does the contractor have the capability to back fill positions immediately in the instance of vacancies to prevent degradation of services provided? 4. Provide a minimum of three (3) past performances as a prime contractor involving a transition plan from an exiting incumbent contractor to a new contract that your company took over. 5. Provide proof of 5 years experience working with USARC & USARPAC supporting IT needs. 6. Provide proof of experience managing Altiris for trouble tickets, software deployment, workflow, e-staffing, and reporting. 7. Provide proof of experience managing communications during SRPs covering multiple locations within the Pacific Area of Responsibility. 8. Provide proof of experience supporting the Army Reserve RCAS system. 9. Demonstrate Hawaii based back office support including Human Resources, Import/Export logistics, and Security. 10. Detail any anticipated teaming arrangements and identify any work accomplished by prime and work accomplished by teaming partners.
