- Description
- NASA/KSC has an Indefinite Delivery/Indefinite Quantity(ID/IQ) requirement foradditional technical services; program, project and business management; andadministrative support under the existing Kennedy LX Support Contract (KLXS), NNK09EA11C.NASA/KSC intends to purchase the services from Science Applications InternationalCorporation under the existing KLXS Contract on a sole source basis under the authorityof FAR 6.302-1, 'Only one responsible source and no other supplies or services willsatisfy agency requirements.' The KLXS Contract is a cost plus fixed fee (CPFF) contractthat has a performance period of January 2, 2009 through January 31, 2014, inclusive ofoptions. In addition to its baseline requirement, the contract has an ID/IQ componentthat is approaching its awarded maximum ordering value. The Government intends toincrease the maximum ordering value of the ID/IQ component through the remainder of thecontract performance period. It is determined that award to any other source would resultin substantial duplication of cost to the Government that is not expected to be recoveredthrough competition.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 3, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
