Description
A market survey is being conducted to determine if there are a reasonable number of interested Small Business (i.e. SBA certified 8(a); SBA certified HUBZone, Women Owned Small Business (WOSB), and/or Service Disabled Veteran Owned Small Business) concerns to set this future project aside for them. If your firm is a certified small business and you are interested in this project, please respond appropriately. The proposed project is to replace fuel pipeline at Naval Air Station Whidbey Island, WA. This project will construct a new 12 diameter steel underground pipeline covering 4.6 miles between fuel pier on Seaplane Base and Consolidated Fuel Facility tanks at Ault Field Naval Air Station. Following completion of the new pipeline two existing 60 year old pipelines (8 and 4 dia) will be closed per WA Department of Ecology requirements. The new pipeline also involves construction of a gravel patrol road (~1 mile) for pipeline observation over a portion of the route where the pipe is not under or near existing roadways. The construction requires trenchless construction methods at 3 major roadway crossings. Due to this being a fuel pipeline the welding and welding inspection requirements will very stringent. Project route crosses 0.8 miles that is not Navy property. It is City, County and State Highway property and easements are being arranged but note the construction work involves coordination with multiple agencies. Work also includes a new pipeline leak detection system and a fiber optic communication system along the 4.6 mile route. Contract duration is estimated to begin in October 2012. The estimated cost range is between $15,000,000 and $25,000,000. NAICS is 237120. All interested small businesses certified should respond to this survey by email or mail NLT December 02, 2011 by 1400 hours. Responses should include: (1) Identification and verification of the company s small business status including DUNS and CAGE code (2) The level of performance and payment bonding capacity that the company could attain for the proposed project (3) Descriptions of your firms experience on projects with greater than 50% construction complete or those projects completed within the last five years that are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include underground epoxy coated steel pipeline installation, pig launcher, pump control system, static pipeline leak detection system, underground tie-in, pig receiver barrel and associated piping, surge mitigation controls, impressed current cathodic protection system, and closure of existing pipelines. Projects similar in size will include construction of underground pipeline approximately of 25,000 feet. Projects of similar dollar value will be new construction projects with an original contract amount in excess of $5M. (4) With each project experience provided, include current percentage of construction complete and the date when it was or will be completed.
