- Combined Synopsis/Solicitation (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)The solicitation number for this procurement is DTNH22-12-R-00523 and is issued as a request for proposal (RFP). (iii)This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54. (iv)The North American Industry Classification System (NAICS) code associated with this procurement is 334513. The small business size standard is 500. This procurement has not been set-aside for small business participation. (v)Contract Line Item Numbers (CLINS). B.1 Price Schedule: Validation and Crash simulation services run on a CAE model for a Model Year 2009 or later Baseline Honda Accord. Period of Performance: 12/05/2011 - 04/05/2012 CLIN #0001; Validation of a Model Year 2009 or Later Baseline Honda Accord CAE Model. Item Description: Validate a 2009 or later baseline Honda Accord model for NCAP and IIHS test conditions and compare requested simulations to existing test results using LS-DYNA software program or equal. Fixed Price per Validation/Simulation tiny_mce_marker_______ X 1 each = $ __________; CLIN #0002; Single Vehicle and Vehicle-to-Vehicle Crash Simulations on 2009 or Later Baseline Honda Accord CAE Model. Item Description: Run single and vehicle-to-vehicle crash simulations using the simulation matrix and validated model developed during the previous task (C.4.2). C.1 BACKGROUND National Highway Traffic Safety Administration's (NHTSA) mission is to administer the provisions of the Highway Safety Act of 1966 and to save lives, prevent injuries and reduce economic costs due to road traffic crashes, through education, research, safety standards and enforcement activity. Current vehicle design practices are to achieve good performance in the public safety tests conducted by the New Car Assessment Program (NCAP) and Insurance Institute for Highway Safety (IIHS). However, achieving good performance in these staged crash tests does not necessarily mean that the vehicle will perform well in vehicle-to-vehicle crashes, as these types of crashes represent a major part of real world crash scenarios. NHTSA wishes to study the net societal effect of the light weighted vehicle designs. In response to the safety concerns with vehicle light weighting, NHTSA had announced during the mass-size-safety workshop in February 2011 that it will use the light weighted vehicle design for a baseline Honda Accord Computer Aided Engineering (CAE) model which it is presently developing under a separate contract, as well as other studies to perform vehicle-to-vehicle crash simulations to study the effect of vehicle light weighting on vehicle-to-vehicle crashes and investigate safety counter measures for lighted weight designs. Additionally, NHTSA is seeking to have a 2009 or later Baseline Honda Accord CAE mode validated and then perform finite element crash simulations using LS-DYNA Software. As NHTSA's light weighted vehicle design project progresses the agency is seeking firms that possess a Model Year 2009 or later Baseline Honda Accord CAE model to provide validation and crash simulation services in order to provide more comprehensive data and have a before and after light weighting comparison for vehicle performance in fleet crash simulation. Due to the accelerated performance schedule required under this project the firm will likely need to already have a completed 2009 or later Honda Accord CAE model in its possession, as all validations and crash simulations must be completed within the four (4) month period of performance of this contract, as outlined in the Milestones and Deliverables section listed herein. C.2 OBJECTIVE The objective is to supplement NHTSA's ongoing light weighted vehicle design project by contracting with a firm that possess a Model Year 2009 or later Baseline Honda Accord CAE model to provide validation and crash simulation services in order to provide more comprehensive data and develop a before and after light weighting comparison for vehicle performance in fleet crash simulations. C.3 GENERAL REQUIREMENTS There are two major tasks required under this contract. Both of these tasks will be conducted using the LS-DYNA explicit finite element program. 1. Validate and verify a 2009 or later baseline Honda Accord model under NCAP and IIHS test conditions and correlate the model to existing test results; and 2.
