Description
This is a Sources Sought Synopsis announcement; for market survey information only. It is intended to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers -Kansas City District has been tasked to provide information on an INDEFINITE DELIVERY A-E CONTRACT FOR SPECIALIZED DAM AND LEVEE RISK MANAGEMENT SERVICES WITHIN THE US ARMY CORPS OF ENGINEERS. Required services consist of administrative support, facilitation, technical and expert analyses and design support for the Corps of Engineers' dam and levee safety programs and the mission of the Institute for Water Resources Risk Management Center programs primarily within the U.S. Army Corps of Engineers, United States and territories. The work may also include other districts and centers throughout the United States and its territories, as required. The A-E firms are required to have international expert knowledge relating to dam, levee and flood risk management structure analyses, design and construction. Specifically, towards dams, levees and other flood risk management structures, the work may include: administrative support, meeting/project facilitation; analyses and design; geographic information services; CADD services; risk analyses, screening and evaluation; risk communication, expert consultation; safety reviews; risk and safety analysis; dam and levee construction review and risk analysis. There may be situations where the selected firms may be requested to participate in independent expert reviews but the firms selected under this potential contract are specifically not intended to lead Independent External Peer Reviews. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. If a solicitation is released in connection to this requirement, vendors must be actively registered in the Central Contractor Registration (CCR) database to be eligible for an award. Firms can register via the CCR internet site at http://www.ccr.gov. For further questions or concerns regarding CCR, please contact CCR assistance at (888) 277-2423 Monday through Friday from 08:00 to 18:00 (EST). Potential vendors must also complete their online representations and certifications. To do so requires CCR registration, including an MPIN number. Instructions for the Offeror Representations and Certification Application (ORCA) may be obtained, and required information may be entered at http://orca.bpn.gov. This sources sought notice is solely for the Governments use as a market research tool. As such, the issuance of a competitive solicitation or contract is not guaranteed. All responsible sources are encouraged to submit a response to this notice with a statement of interest via email followed by a hard copy on company letterhead through the United States Postal Service no later than December 2, 2011 by 14:00 (CST). The response to this notice shall be in summary format and shall not exceed two (2) pages. All attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. At a minimum, please provide the following: 1. Company name; 2. Company mailing address; 3. Point(s) of Contact including Telephone Number(s) & E-mail Address (es); 4. Current socioeconomic status of your company as it relates to (NAICS) Code 541330 5. A brief synopsis of your company's capabilities to meet this requirement. 6. Cage Code, DUNS Number 7. States which your firm has Certifications in or Certified 8. Current Aggregate bonding left 9. Capacity, capabilities, and certification to work in any of the 50 continental states or abroad 10. Able and have the required resources to handle multiply projects at the same time (for example have a project in California, one in Guam, and New Mexico) 11. Any foreign language spoken or accessibility to an interpreter 12. Please include sources sought number W912DQ-SS-1118 on outside of package when submitting package through the U.S. mail or courier service. Additionally, include the following title INDEFINITE DELIVERY A-E CONTRACT FOR SPECIALIZED DAM AND LEVEE RISK MANAGEMENT SERVICES WITHIN THE US ARMY CORPS OF ENGINEERS. Failure to respond to this notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively.
