Description
This is a NOTICE of INTENT TO AWARD SOLE SOURCE Purchase Order using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under authority of the test program for commercial items Section 4202 of the Clinger-Cohen Act of 1996. Army Contracting Command- Aberdeen Proving Ground, Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure (1) NDI ScanTRAK Laser Scanning System Model 2000, in support of Aberdeen Test Center, located at Aberdeen Proving Ground, Maryland 21005. CLIN 0001 The Government intends to award a firm-fixed price sole source purchase order to Northern Digital Incorporated (NDI), 103 Randall Drive Waterloo, Ontario, Canada N2V 1C5. This proprietary system is the only one found to meet the requirements of enabling the laser measurement of body armor plates ESAPI and XSAPI plates. 1: NDI ScanTRAK Laser Scanning System with Multi-Sided Probe, Model 2000, QTY 1 NDI's laser scanning system uses a Perceptron V5 Laser Line Scanner which allows ATC to not only perform tests with a more accurate reading but at the speed required. The NDI laser also has the ability to add target sensors to an object after the initial set-up has been complete and does not limit the position of the handheld touch probe relative to the camera sensor. This is a feature no other company provides and one that ATC needs to complete their mission. Awarding to any other source would likely result in inaccurate test results and delays in fulfilling the requirement. The associated North America Industry Classification System (NAICS) Code is 334513 and the Business Size Standard of 500 employees. All responses received within 10 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interest persons may identify their interest and capability to respond to the requirement no later than 3:00 PM Eastern Time, November 28, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
