Description
The United States Environmental Protection Agency (EPA) is currently seeking sources for a follow-on requirement to support the Office of Pesticide Programs (OPP) in providing image production support for study documents, pesticide administrative documents (registration jackets), pesticide labels and supplementary documents such as incident reports and maintenance fee records. This requirement will also provide document destruction services, image printing, conversion of microfiche to digital image, photocopying services and inventory control over the microfiche and image collection. These information intensive operations require substantial amounts of technical information from pesticide firms and other sources, and generate information describing OPP?s scientific and regulatory decisions made under the authority of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and Federal Food, Drug, and Cosmetic Act (FFDCA). This is a sources sought synopsis only. This is not a solicitation announcement. No contract will be awarded from this notice. No reimbursement will be made for any cost associated with providing information in response to this notice. The proposed requirement mentioned herein is being considered for Small Businesses, Small Disadvantaged Businesses, 8(a) Businesses, Women-Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and Hub-zone Certified Small Businesses. The government will use responses to this sources sought notice to make appropriate acquisition decisions. The Headquarters Procurement Operations Division, Office of Acquisition Management is currently seeking small businesses that can perform the requirements of the Performance Work Statement (PWS). The PWS falls under the North American Industry Classification System (NAICS) code 518210. Interested firms must demonstrate that they are qualified to perform all o f the PWS tasks under this NAICS code and identify their socioeconomic status on their response to this announcement. In order to perform duties under this requirement, the contractor will need to be authorized for access to FIFRA confidential business information (CBI). The contractor and all of its employees handling CBI while working under the contract will be required to follow the procedures contained in the FIFRA Information Security Manual which include applying for FIFRA CBI access. In addition, the contractor is required to comply with Federal Acquisition Regulation (FAR) clause 52.219-14 Limitations on Subcontracting (Dec. 1998). In the response to the sources sought, small businesses must sufficiently demonstrate the ability to perform at least 51% of the cost of any resultant contract and more specifically capability in the technical aspects of performing under a government contract. The Draft PWS and associated Government Performance Specifications are posted on the following webpage http://www.epa.gov/oamhpod1/oppts_grp/11jg006/index.htm. The resultant contract is anticipated to be Firm Fixed Price with a twelve (12) month base period and the possibility of four twelve (12) month option periods. Interested small businesses of all the categories stated above should provide the EPA with appropriate documentation (i.e., a detailed capability statement and/or relevant past performance history documenting its ability to perform similar PWS requirements). Standard company brochures are not desired. Interested concerns who believe they have the capability to provide the required services as defined in the Production Imaging and Information Service Center Operations PWS are invited to submit a copy of a Qualifications Statement not to exceed 10 pages. Responses should also include the following information: company name, address, point of contact, phone number and email address, and business type. No feedback or evaluations will be provided regarding the information provided.
