Description
This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate decisions. The U. S. Army Corps of Engineers, Mobile District, anticipates a future procurement to design and construct a Troop Medical Clinic at Eglin AFB, FL. This facility will consist of the design and construction of 21,200 square feet Clinic and supporting facility. The Clinic will provide Primary Care, Behavioral Health Care, Physical Therapy, Dentistry and a complement of ancillary services to include Laboratory, Radiology and Pharmacy. Supporting facilities include parking areas, utilities (electrical distribution system, water, sanitary sewer, communications and gas) storm water and walkways. It will include a fire detection and suppression systems. The project will be designed in accordance with criteria prescribed in DoD Unified Facilities Criteria (UFC) 4-510-01, World Class and Evidence Based Design Principles, DoD Minimum Antiterrorism Standards for Buildings UFC 4-010-01, barrier free design in accordance with DoD criteria and DEPSECDEF Memorandum "Access for People with disabilities" dated 31 October 2008, and applicable energy conservation legislation, Energy Policy Act of 2005 (EPAct05), Sustainable Design and Development (SDD). The project will be designed to LEED 3.0 Silver Certified rating standard. The cost of construction will not exceed $11 million. Proposed design and construction duration will be 540 calendar days. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 236220 with a Small Business size standard of $33.5 million. Responses are requested with the following information, which shall not exceed a total of eight (8) pages. 1. Offerors' name, address, points of contract with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Bonding capability: construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with available bonding capacity. 4. Description of capability to perform the proposed design and construction, manage subcontractors, prepare and comply with various environmental and construction permits to include Environmental Resource Permit (ERP), Consumptive Use Permit (CUP), wastewater, NPDES, air quality and irrigation well construction permits in the State of Florida and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope and magnitude, describing not more than five (5) design-build projects that are at least 50% construction complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the clinic or hospital to demonstrate relevance to the proposed project, the Offerors' role in the design and construction, dollar value of the contract, the name of your design firm you teamed with to accomplish the design of the project and the name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Only projects performed by a small business or the small business component will be considered for this market survey. NO RESPONSES WILL BE ACCEPTED BY FAX OR E-MAIL.
