Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small disadvantage, or service disabled veteran owned small business) relative to NAICS 621498 (size standard of $10 million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the Fedbizopps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Department of Veterans Affairs, Network Contracting Office is seeking sources for a potential contractor to provide level three (3) unattended ambulatory sleep studies for patients at the VA San Diego Healthcare System (VASDHS). The VA Sleep Disorders Program requires the following services: The Contractor shall provide all labor, management, equipment, licensures to provide sleep study recording and scoring for patients at VASDHS. Recording equipment will have minimal capability to record heart rate, respiratory rate, snoring or vibration, wave forms for chest movement, air flow, and oximetry. The study equipment will be of a type that allows hand scoring and editing of the data. "Black box" type of recorders are not acceptable due to the inability to edit the data. Machine scoring is acceptable if it is manually reviewed and edited by a trained technician. Set-up/Pt instruction: Contractor will instruct patient/caregiver in use, operation, simple troubleshooting of recording equipment. This instruction may be done at the Veterans home, via telephone or at the contractor's facility provided the facility meets requirements for patient safety, comfort and privacy. Patient will be given contact numbers to call if problems or questions arise in the course of performing the study. Study Data: The study data will be hand scored/edited by a certified technician. Preparation of the completed report will contain the following information: "Total recorded time of the recording. "A minimum of 4 hours is required for a study to be acceptable. "ESS score "Current BMI calculation "Impression of the predominant type of events seen on the study. (i.e.: obstructive apnea, hypopneas, central or mixed apnea.) "Summary of the sleep questionnaire information. If you are interested and capable of providing the required services, please provide the requested information as indicated below. The intended contract period will be for a base year and four, one year option periods. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business small (2) If small, does your firm qualify as a small, emerging business, or small disadvantage business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "Hubzone" firm? (5) Is your firm a woman-owned or operated business? Responses to this notice shall be e-mailed to the attention of Sulanie Cole, Department of Veterans Affairs, Network Contracting Office (NCO/SVCS. E-mail address: Sulanie.cole@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than 4:00 p.m. PST, Wednesday, November 30, 2011. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it will be announced at a later date and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
