LIST OF ATTENDEES CONFERENCE BRIEF QUESTIONS AND ANSWERS THIS NOTICE IS BEING AMENDED TO INCORPORATE THE FOLLOWING AS A RESULT OF THE PRE-SOLICITATION CONFERENCE THAT WAS CONDUCTED ON NOVEMBER 15, 2011. ATTACHED TO THIS NOTICE ARE THE QUESTIONS & ANSWERS RECEIVED PRIOR TO THE PRE-SOLICITATION CONFERENCE. ANSWERS TO THE ADDITIONAL QUESTIONS ASKED WILL BE POSTED WHEN COMPILATION IS COMPLETED. ALSO POSTED TO THIS NOTICE IF THE LIST OF ATTENDEES. THIS ACQUISITION WILL BE SOLICITED ON AN UNRESTRICTED BASIS. IT IS INTENDED THAT A REQUIREMENTS CONTRACT WILL BE AWARDED, CONSISTING OF FIRM-FIXED PRICE CONTRACT LINE ITEMS (CLINS) TO THE MAXIMUM EXTENT POSSIBLE AND SHALL INCLUDE A TIME & MATERIAL PORTION FOR THOSE CLINS THAT CANNOT BE FIRM-FIXED PRICE. THE REQUIREMENTS CONTRACT WILL BE RELEASED FOR ONE BASE YEAR AND FOUR OPTION YEARS. THE SOLICITATION WILL CONTAIN ALL DETAILS REGARDING THE 6-MONTH PILOT AND THE OPTION YEARS. THE ESTIMATED DATE FOR RELEASE OF THE SOLICITATION IS DECEMBER 5, 2011. THIS DATE IS ESTIMATED AT BEST. THE DUE DATE FOR RECEIPT OF PROPOSALS SHALL BE 30 CALENDAR DAYS FROM THE DATE THE SOLICITATION IS RELEASED. The U. S. Coast Guard Surface Forces Logistics Center (SFLC), Small Boat Product Line, is seeking qualified sources to establish a Cutter Boat Pooling Program for the Over-The-Horizon Cutter Boats (CM-OTH) MKIII's and trailers, which will require transportation, storage, maintenance, repair, and technical support services for a rotatable pool of up to 50 boats and trailers deployed on cutters throughout the United States. It is anticipated that the first six months will be a pilot program covering 14 each CB-OTH MKIIIs located in Cape May, NJ (2 boats) and Portsmouth, Va (6 boats) and 6 spare boats in addition to 2 each CB-OTH MKII spares. Depending on the success of the pilot program, the number of boats is anticipated to increase incrementally. The pace at which the number of boats will be increased has yet to be determined and will be provided to the contractor when available. The contractor should expect an average of 7 boats in storage/maintenance at any time during the pilot period. If the pilot proves successful, the option years may be exercised and would likely expand the scope to include all East Coast CB-OTH MKIIIs (31) and spare CB-OTH MKIIs (2) and West Coast CBH-OTH MKIIIs (14) and spare CB-OTH MKIIs (3). The actual number of boats may vary slightly throughout the contract period. The Government has planned a pre-solicitation conference to provide industry with an opportunity to gain a thorough understanding of this requirement and as a means of collecting further market research, prior to issuing the solicitation. The conference is scheduled for November 15, 2011, 10:00 a.m. to 1:00 p.m. Interested vendors must show up at least 30 minutes prior to the start of the conference. The conference will take place at the U.S. Coast Guard Yard, Surface Forces Logistics Center (SFLC), Bldg. 31, Basement Conference Room, 2401 Hawkins Point Road, Baltimore, MD 21226. Interested vendors MUST register for this conference. Registration shall be on a first-come-first-serve basis. The deadline for registration is November 10, 2011. The number of attendees from each offeror shall be limited to 2 attendees per firm, however, SFLC reserves the right to limit participation to 1 attendee per firm if the event is oversubscribed. All vendors must park in the North Lot and must have a valid driver's license to enter the Coast Guard Yard. Identification will be required at check-in. Additionally, no meals or beverages will be provided at the event and the Government will not reimburse any interested sourced for attendance.
