- Tinker AFB is seeking qualified vendors to upgrade/replace B-52 Side Radome Test System. Responses to this procurement will assist the government in making a set-a-side determination (if applicable). Capability Statements/Past Performance is limited to 3 pages. If your company has the capability and past performance to provide the requirements below; please send your responses to Thomas.Long@Tinker.af.mil. Please include your business size, (large, small, HubZone, Woman Owned, SDVOSB, 8(a) etc.) Cage Code, DUNS Number, TIN, POC with email address, voice and fax number. Our intention is to post a soliciation under FA8126-12-Q-0042 on or about 7 December 2011. Questions will not be answered during this phase, we are only seeking vendor information and qualifications/past performance information. 1.1.1 Technology Insertion, Systems Engineering The Contractor shall design, develop and deploy a new B-52 side radome test system capable of electrically testing the following B-52 radomes IAW A.F.T.O 1-1-24; a. Forward Side Radome 35-30355-513 b. Forward Side Radome 35-30355-514 c. Forward Side Radome 35-30355-515 d. Forward Side Radome 35-30355-516 e. LRU-8 Radome 675-22771-1 The complete system will at a minimum be comprised of; microwave generating equipment, transmit antenna, transmit antenna positioner, receive antenna, microwave receiver, three (3) axis radome positioner, position control equipment, position indicating equipment for all axes, data acquisition hardware and data analysis software. In addition to the minimum equipment listed in this paragraph the contractor shall provide the equipment and services described in the following sections. 1.1.2 Systems Integration The Contractor shall integrate all moveable axes, position control, position indicating equipment, microwave transmitter and receiver controls, all data acquisition hardware and all software required by the B-52 Side Radome Side Radome Test System into the existing B-52 Nose Radome Test System Ideal Aerosmith Aero 4000 Motion Controller currently located in Building 3507, Tinker AFB, Oklahoma. The existing B-52 Nose Radome Test System shall retain all current functionality and B-52 nose radome test capability in addition to the B-52 Forward Side and LRU-8 Radome test capability. 1.1.3 B-52 Nose Radome Test System Host Computer The Contractor shall replace the B-52 Nose Radome Test System Host Computer currently installed in the Aero 4000 Motion Controller with a new computer having a minimum of an Intel i5 processor and 6 gigabyte of Random Access Memory or equivalent. 1.1.4 B-52 Side Radome Positioner The Contractor shall design develop and deploy a radome positioner capable of moving the radome positive and negative thirty-five (35) degrees in azimuth and from positive thirty (30) degrees to negative thirty (-30) degrees in elevation as referenced to the range axis. The azimuth and elevation axes shall be perpendicular to the range axis and ninety (90) degrees opposed. The radome positioner shall allow mounting and dismounting of the radomes at ground level and then elevating the radome to a sufficient height to mitigate any surface reflections from the floor between the transmit and receive antennas that would adversely affect the received signal. 1.1.5 B-52 Side Radome Transmit Mast The Contractor shall design, develop and deploy a B-52 Side Radome Transmit Mast capable of generating and transmitting a continuous wave (CW) microwave signal in the microwave Ku Band. The transmit antenna shall have a roll axis parallel to the range axis capable of plus and minus ninety (90) degrees of rotation as referenced to the transmit antenna being horizontally polarized. The transmit antenna mast shall position the transmit antenna at the same height as the receive antenna when the radome positioner is elevated to the test position. 1.1.6 Microwave Receiver The Contractor shall design, develop and deploy a microwave receiver capable of receiving microwave energy in the Ku Band. The microwave receiver shall be capable of automatically outputting the received microwave signal to the data acquisition and analysis system. The Contractor shall ensure that all or part of the receiver is mounted as close to the receive antenna as possible to minimize the distance microwave energy is transmitted through cables. 1.1.7 Software Development The Contractor shall design, develop and integrate new software into the existing Aero4000 Motion Controller capable of manually and automatically controlling all motion, transmitted microwave frequencies, transmitted microwave power levels, acquiring test data and performing analysis on B-52 Nose, B-52 Forward Side and B-52 LRU-8 radome tests and range certification tests IAW A.F.T.O 1-1-24. The software shall be capable of normalizing received data to be used as a reference and varying data acquisition speed and averaging a minimum of 2 samples and a maximum of 65536 data samples. The Contractor shall use Commercial Off The Shelf (COTS) software and firmware to the fullest extent possible. The Contractor shall provide all source code developed, modified or revised to meet the requirements of this SOW with unlimited rights for Government usage. 1.1.8 B-52 Side Radome Test System Functionality The Contractor shall ensure the new B-52 Side Radome Test System performs at a minimum, all tests required by A.F.T.O. 1-1-24 on the B-52 Side Radomes described in section 3.2.1 of this document. The Contractor shall ensure the new B-52 Side Radome Test System meets all facility checkout requirements described in A.F.T.O. 1-1-24. 1.1.9 B-52 Side Radome Test System Validation and Verification For the B-52 Side Radome Test System, the Contractor shall develop, write and provide test programs, acceptance test plans (ATP) and procedures IAW Contract Data Requirements Lists (CDRLs), A001, DI-QCIC-80553A. 1.1.10 B-52 Side Radome Test System Acceptance Test and Schedule The Contractor shall have sixty (60) business days to satisfactorily conduct the Acceptance Test IAW CDRL A001, DI-QCIC-80553A. The Contractor shall provide all labor, equipment and materials necessary to satisfactorily conduct and complete the Acceptance Test IAW CDRL A001, DI-QCIC-80553A upon completion of installation of the B-52 Side Radome Test System equipment at TAFB. 1.1.11 Installation, Integration The Contractor shall have sixty (60) business days after delivery of the new equipment to complete the installation of the new equipment into the second floor of Building 3507, Tinker AFB and integrate the new equipment with the currently installed B-52 Nose Radome Test System. The Contractor shall provide all labor, equipment and materials necessary to successfully complete the delivery, installation and integration of the new B-52 Side Radome Test System. 1.1.12 Transportation The Contractor shall provide for the covered transportation of the new B-52 Side Radome Test System from the point of origin to the installation site at Tinker AFB. 1.1.13 Rigging The Contractor shall furnish all labor and material handling equipment required for off-loading the new B-52 Side Radome Test System at the final destination at Tinker AFB. The Contractor shall be responsible for the disposal of all crating, skids and packing materials. 1.1.14 Utilities Hook-Up The Contractor shall furnish all personnel, equipment and materials necessary to connect the RATS to TAFB provided "rough-in" electrical power required by the new B-52 Side Radome Test System. The "rough-in" power will be available within fifty (50) feet of the final connection points. Contractor furnished transformers shall be of the "shielded" type and all electrical work shall be IAW National Electric Codes (NEC). The Contractor shall provide installation drawings showing a dimensioned top view of the B-52 Side Radome Test System along with applicable electrical requirements a minimum of one hundred twenty (120) calendar days prior to delivery to enable Government lead time of "roughed-in" utilities and foundation. Equipment grounding requirements shall be indicated on drawings and the installation of such grounding requirements shall be the responsibility of the Contractor. The Contractor shall deliver drawings electronically in AutoCAD format. 1.2 Technical Data, Product Data and Documentation. 1.2.1 Technical Data The Contractor shall provide two (2) printed sets and one electronic copy of the following technical data in the English language; operators, programming, electrical maintenance, electronic maintenance and mechanical maintenance manuals, parts list, illustrated parts breakdown and electrical schematics. The Contractor shall provide all electronic documentation in a Microsoft Office compatible format. The Contractor shall provide electronic copies of electrical schematics and illustrated parts breakdown drawings in an AutoDesk AutoCAD compatible format. The Contractor shall provide all technical data, product data and documentation with unlimited rights for Government usage. 1.2.2 Product Data The Contractor shall provide as built mechanical drawings of the new B-52 Side Radome Test System in an AutoDesk AutoCAD compatible format. The Contractor shall provide commercial operator and maintenance manuals for all COTS equipment, systems or sub-systems that are integral to the new B-52 Side Radome Test System. 1.2.3 Documentation The Contractor shall provide all operator manuals, maintenance manuals parts lists, schematics and illustrated parts breakdowns in a format compatible with US Air Force Technical Orders. The Contractor shall provide electronic documentation for all required changes to all Technical Orders (TO) affected by the performance of this SOW. 1.2.4 Documentation Delivery Schedule The Contractor shall provide two (2) electronic sets of all operator manuals, maintenance manuals parts lists, schematics and illustrated parts breakdowns to the PCO and CM forty-five (45) days after the Critical Design Review Meeting IAW Section 3.1.5.4. The Contractor shall provide the balance of two (2) printed documentation sets with the shipment of the new B-52 Side Radome Test System to the installation site at Tinker AFB.
