Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-53. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is P12PS20385, and the solicitation is issued as a Request for Quotation. The NAICS code is 327390; the associated small business size standard is 500 employees. 2. DESCRIPTION: Prefabricated concrete coin operated shower building, solid reinforced monolithic concrete panels with a minimum of 4" walls, 4" roof, and 8" floor, welded connections and preinstalled plumbing and electrical. The interior ceilings will be vaulted, with an 8' eve wall that shall be pre-engineered to meet the following: 150 MPH wind load, seismic category D, and 2-hour fire rating per UBC. The facility will be virtually waterproof with internal seals, maintenance free, relocate-able, and vandal resistant. Approximate overall size: 22' WOD x 26' LOD x 8' HID. Men's shower room shall include three standard shower stalls and one ADA access able shower stall. Women's shower room shall include three standard shower stalls and one ADA access able shower stall. Each of the eight shower stalls shall include dressing area and benches. The unit shall include a chase/storage area with rear access. Exterior Finishes: -Walls - Texture painted stucco finish; custom color: Badlands Tan-Roof - Concrete gable roof with 2/12 pitch and 24 gauge secondary metal roof system; custom color: Badlands Tan-chase access from rear of building Interior Finishes:-Walls - Smooth, epoxy coated concrete; white-Floor - Smooth, slip-resistant epoxy coated concrete; gray-Ceiling - Texture painted concrete; white- benches to be phenolic, metal or concrete (wood not acceptable)-countertops to be solid phenolic-hose bib with vacuum break in pipe chase Signage:-Recessed, molded plastic signs indicating Men, Women, and ADA as required Doors and Accessories:-Three (3) galvanized and painted steel doors;18 gauge; size: 3' x 7'; cast in 16 gauge galvanized and painted steel door frame-Non-corrosive stainless steel ball bearing hinges-ADA lever mortise lockset with deadbolt and interchangeable core-ADA aluminum threshold and door sweep-Weather stripping-Door stop-Adjustable door sweep-Aluminum drip edge-Door louvers-compartment doors to be phenolic core-chase access to be at rear of building Electrical: All wiring to meet commercial code and be in conduit. -Minimum 2 GFI duplex receptacles to be provided in pipe chase and 1 GFI duplex receptacle per side in lavatories.-Lighting to be energy efficient T-5 or equal with occupancy activation. Fixtures to be heavy duty for wet location. Pipe chase lighting to be same style but switch operated.-exterior lighting to be energy efficient down cast over entry doors controlled by photocell HVAC: Minimum 4 8" Exhaust Ventilations Fans tied to light circuits.-minimum 2 KW electric heater with thermostat in chase-minimum 15 KW electric heater in each restroom Utility Connections:-onsite utilities to be provided by NPS-connections shall be consolidated to 1 sewer connection, 1 water system connection, 1 electrical connection-location of electrical service to be from rear of building-location of water to be at front of building-location of sewer to be at rear of building Coin Operation:Government furnished property: The government will furnish eight (8) coin boxes. The contractor shall install the coin boxes into the prefabricated facility so that they are fully functional when connected to utilities. The government will ship the coin boxes to the contractor upon award. Coin box specifications: Coin box, rear access, flush mount, manufactured by Fluid Manufacturing, Lodi, CA. Details can be found at http://www.fluidmfg.com/flushmount.html. Building HVAC:-Heating system to be included with building to allow operation of shower year round. 3. DELIVERY TERMS: The contractor shall assemble the unit on a foundation constructed by the government. The contractor shall provide specifications to the government sufficient to construct the foundation within 30 days of date of award. FOB Destination pricing is preferred. Delivery must occur between May 01, 2012 and July 01, 2012. The timing of delivery is necessary in order to construct the foundation. 4. The following factors shall be used to evaluate offers: Technical, delivery terms, and warranty considerations when combined, are approximately equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
