Bid Schedule Combine Synopsis Statement of Work (SOW) (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is F2N02A1307A002; this solicitation is a Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-48. (iv) There is no small business set-aside for this acquisition. This acquisition will be full and open competition; the North American Industry Classification System (NAICS) code is 611710. The business size standard is $7million the following commercial items are requested in this solicitation: (v) CLINS: 0001- 0003: BASE YEAR, PERIOD OF PERFORMANCE: 21 Dec 2011 - 20 Dec 2012. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force chapel services. The Music Director/Musician (Contractor) is responsible for providing all music, as well as choral and/or band direction for the Protestant Sunday worship services, including both the Traditional worship service and Contemporary worship service, to include all special holy day observances and holiday services in accordance with the statement of work. Contractor will receive 24-hour notification to perform special services. Contractor will either personally perform the services, or working in conjunction with the respective service Chaplain, direct them to be performed by someone of equal or higher proficiency. The aforementioned directed duties must then be approved by the Contracting Officer, prior to services being subcontracted. Contractor will provide music director services, music for accompaniment services, choir and/or band rehearsals, and additional unscheduled services as necessary, including, but not limited to funerals, memorial services, special chapel functions, music workshops, and cantatas. See attached statement of work (SOW) for further detail. QUALIFICAIONS: Contractor must demonstrate the ability to read music. Contractor must demonstrate knowledge of choral and band harmony. The contractor must demonstrate the ability to rehearse a volunteer choir and praise band, as well as demonstrate ability to teach the basics of vocal technique and choral music. Contractor must demonstrate the ability to direct choir, praise team, and congregation in the singing of hymns, Praise Team and worship music, as well as choral anthems, solos, duets, and trios. Contractor must demonstrate musical proficiency in order to accompany a volunteer choir and/or praise band for the express purpose of congregational singing of hymns, choruses and praise songs. Must function in an interfaith setting with chaplains and laypersons of different denominations, and maintain good professional relationships with these individuals. Contractor must demonstrate the ability to read and speak English. Contractor shall submit a resume including the aforementioned qualifications and experience in accordance with the evaluation criteria with his or her proposal. The resume should include previous choir director experience and knowledge of various music and worship traditions. The resume must have at least two references with phone numbers. A personal audition between the contractor and the evaluation team will be scheduled upon receipt of the contractor's proposal. WORKING HOURS/DAYS: Contractor is responsible for coordinating and providing all music for Traditional Sunday worship services, special and holiday services as required, with the exception of choral direction. Duration of service is approximately 60-75 minutes. As both the musician and choir director. Contractor is responsible for coordinating and directing a weekly Traditional Choir rehearsal. Duration of rehearsal is 60-75 minutes. Each week the contractor will submit the music selection for the upcoming week to the Public Relations Coordinator to be published in the weekly Protestant bulletin. (See attached Statement of Work for further detail) Special services and rehearsals Special services include but are not limited to the following: Christmas Cantata and rehearsals, Christmas Eve and Christmas Day Services; Ash Wednesday, Holy Week, and Easter. FOB: Destination (vi) See paragraph (v). And attached (Statement of Work.) (vii) Place of Delivery: Lajes Field, Azores, Portugal. The following provisions and/or clauses apply to this acquisition. (viii) Offerors must comply with all instructions contained in FAR 52.212-1 Instructions to Offerors -- Commercial Items. Offerors must provide pricing on attached Bid Schedule (Attachment). Offerors must provide qualifications based on the Statement of Work (Attachment) for the service required. ADDENDUM to 52.212-1 PREPARATION INSTRUCTIONS A. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions herein. The proposal must be complete, self-sufficient and respond directly to the requirements of this request. The response shall consist of two (2) parts; Part I - Price Proposal and (2) Part II - Technical B. Specific Instructions: 1. PART 1 - PRICE PROPOSAL - Submit original copy (a) Bid Schedule: Completed Bid Schedule. (b) Price shall be submitted in Dollars. 2. Part II- TECHNICAL - Submit 1 copy (a) Ability to meet requirements of Statement of Work. (b) Contractor will be required to demonstrate the ability to play the required music selections on the piano based on a pass/fail rating. Auditions will be scheduled on the day following the quote closing time specified in the RFQ. (ix) FAR 52.212-2 Evaluation-- Commercial Items ( Jan 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: 1: Price. ADDENDUM TO 52.212-2 BASIS FOR AWARD Quotes will be evaluated in accordance with FAR 13.106-1, which will be based on price and technical. A comparative evaluation between offers will be conducted. The Government will award the contract to the offeror who represents the "Best Value" in terms of technical capability and price. A. Price Evaluation: The offeror's proposed prices will be determined by total price provided for on the price list. The price evaluation will document the reasonableness and affordability of the proposed total evaluated price based on the following subfactor: -Completed price list. B. Technical Capability: The offeror's ability to meet the requirements as described in the Statement of Work. The proposals shall be evaluated against the following subfactor: -Qualifications -Auditions C. Offerors are cautioned to submit sufficient information and in format specified in ADDENDUM 52.212-1 INSTCRUTIONS TO OFFERORS. Offerors may be asked to clarify certain aspects of their proposal. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
