Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the Cell Biology and Physiology Center (CBPC), intends to negotiate and renew an existing purchase order on a noncompetitive sole source basis to Thermo Electron North America LLC, 1400 Northpoint Pkwy Ste 50, West Palm Beach, FL., 33401-1976. To purchase an on-site service agreement including one preventative maintenance on the below equipment. The annual service contract will include the following: Material #0723870 LTQ-ORBITRAP VELOS, serial number 03071B. Service shall include the following: 1. Unlimited number of demand on-site service visits with a maximum 72 hour response 2. Engineer labor and travel is included 3. Priority status for technical support inquires, response with 2 hours 4. Coverage of Thermo Scientific supplied personal computers 5. Factory-certified replacement parts 6. Software updates and notifications 7. Subscription to e-Support On-line Technical Resources The service contract is for a twelve month period; with period of performance 25 November 2011 thru 24 November 2012. The sole source determination is based upon the fact that the equipment is manufactured by Thermo Electron North America LLC. The mission of the Proteomics Core at the National Heart, Lung, and Blood Institute is to support proteomic endeavors relevant to cardiovascular diseases undertaken by NHLBI investigators in the Division of Intramural Research. The Core maintains state-of-the-art mass spectrometers and HPLC systems, provides LCMS-based sample analyses, and trains scientists in sample preparation, instrument use, and data analysis. The LTQ Orbitrap Velos mass spectrometer in the lab is a critical component in carrying out the Core's mission. With its high resolution, high mass accuracy, and fast scanning rate, the Velos is a major workhorse for high-throughput protein identification, post-translational modification characterization, and quantitative proteomics using SILAC and iTRAQ. The Velos is a highly sensitive and complex mass spectrometer, and requires expert maintenance and repair by authorized engineers who have received thorough, specialized training and have access to the patented and proprietary details of this scientific instrument. Thermo Electronic North America LLC, the manufacturer, is capable of providing full service coverage and assuring its optimal operation. The North American Industry Classification System (NAICS) code is 811219, and Size Standard $19.0 Million is applicable to this requirement. The Small Business set-aside does not apply. The reference number for this notice is NHLBI-CSB-(HL)-2012-021-DDC The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-54 (November 2th 2011). This notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities in response to this synopsis, by November 23th 2011 7:30 am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
