- The United States Patent and Trademark Office (USPTO) awarded a sole source purchase order for the hardware and software maintenance on production and disaster recovery servers for PTOnet, manufactured by Unisys to: Unisys Corporation, Unisys Way, Blue Bell, PA, 19424, for one base year and an option period in the amount of $439,353. The USPTO owns two Unisys ClearPath Plus Libra computer servers in operation. Currently, the USPTO has over 1,000 programs developed over the last 28 years, which only will run on Unisys ClearPath Libra Plus computers. Among the 1,000 programs currently being run on Unisys Clear Path Libra Plus computers, the principle application being run on these computers is TRAM for Trademarks. As is common for mainframe computer platforms, only one company is in the business of providing hardware and software maintenance for these proprietary Unisys ClearPath Libra servers. Unisys is the only provider to maintain their proprietary systems. Unisys does not have any authorized contractors or dealers to perform this maintenance. The USPTO awarded a purchase order, utilizing Part 13 of the FAR, Simplified Acquisition procedures, and the test program authorized in FAR subpart 13.5, and the Patent and Trademark Acquisition Guidelines (PTAG). In accordance with FAR 6.302-1, 10.U.S.C 2304 (c)(1) or 41 U.S.C. 253(c)(1), Unisys is the only one responsible source and no other supplies or services will satisfy agency requirements. No solicitation will be issued as a result. Unisys is the hardware and software developer, and is the only source for their proprietary hardware licenses for the Unisys ClearPath Plus Libra Model 595 servers.
