Description
This pre-solicitation notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors of a proposed contract action. Naval Facilities Engineering Command Europe Africa Southwest Asia (NAVFAC EURAFSWA) intends to issue a request for proposal for a Design-Bid-Build, Firm Fixed Price contract for an Air Traffic Control Tower Facilities at Naval Station Rota, Spain. This will be a full and open competitive procurement, and will not be restricted to small businesses. The work will include construction of an Air Traffic Control Tower, Military Terminal Radar Approach Control Facility, Ground Electronics Maintenance Department and Air Mobility Command Center. Facilities will include electrical power spaces with a generator and transformer, as well as spaces for an elevator, mechanical and stair pressurization equipment, an electronic equipment room, host nation and U.S. briefing rooms, tower support spaces, locker rooms, upper electronics equipment room, communications room, mechanical rooms, cab operator ™s restroom and breakroom. The contract will also include air traffic control equipment infrastructure and built in cabinetry. The contract will include demolition of five existing buildings that are approximately 1,052 square meters in size. The contract will include two option items, one option line item is for paving and the second option line is for landscaping. The construction performance period is anticipated to be approximately 835 calendar days. The magnitude of the project is between $10,000,000.00 and $25,000,000.00 (see DFAR 236.204). Spanish Certificate of Classification requirements must be met to qualify for award. The following certificates are needed: Group Subgroup Category C 1 d C 2 e C 4 e C 6 e I 6 d J 9 d The Government intends to post all notices, amendments, specifications, plans and all other documents related to this solicitation on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil European Navy Electronic Commerce Online (EuroNECO) website at https://euro.neco.navy.mil. All documents will be transmitted to Federal Business Opportunities at www.fbo.gov. All interested firms must be registered on the EuroNECO, NECO, or FBO website in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation or any related documents will not be provided. It is the responsibility of the offeror to check the website daily for any updates/amendments. Offerors are encouraged to check the EuroNECO/NECO/FBO web sites frequently in order to be notified of any changes to this solicitation. All offerors must be registered in the Central Contractor Registration (CCR) www.ccr.gov to be considered for award of any United States of America Department of Defense contract. In order to register in CCR, proposers must have a Dun and Bradstreet (DUNS) Number from http://fedgov.dnb.com/webform and a Commercial and Governmental Entity (CAGE) Code (U.S. firms) or a NATO Commercial and Governmental Entity (NCAGE) code (foreign firms) from http://www.dlis.dla.mil/Forms/Form_AC135.asp. The CCR requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective proposers to begin the CCR registration process as early as possible. The solicitation for this proposed contract action is expected to be posted under N3319112R0603 on or about 08 December 2011. The planned proposal due date is 24 January 2012. A site visit/pre-solicitation conference is planned for on or about 12 January 2012 at Naval Station Rota; Rota, Spain. All dates are tentative and are subject to change. Interested parties must obtain Country Clearance prior to attending the site visit/pre-solicitation conference. The Country Clearance information is provided as an attachment to this Pre-Solicitation Notice.
