- The Office of the Comptroller of the Currency (OCC), a bureau of the Department of Treasury, intends to issue a sole source purchase order utilizing Simplified Acquisition Procedures to Haver Analytics, 60 East 42 nd Street, New York, NY, 10165, for a subscription to the Haver DLX Database system. The purchase order will represent a renewal to the agency's existing subscription. Several features of the Haver DLX system make it unique. The proprietary software is designed to have the Haver DLX server transfers the data updates to a local network server. With all the databases available on a network server, the system allows unlimited simultaneous users to access identical data rather than individual users performing separate modem downloads at various points in time. The data provided by Haver Analytics is as reported from the data source. Haver is not in the forecasting and econometric modeling business and this type of service is not part of their databases. In addition, data can easily be retrieved into Microsoft Excel, exported into other file formats such as SAS, and graphics can be imported into both Microsoft Word and PowerPoint. The Haver DXL system includes unlimited refreshes of data updates, monthly newsletters, software updates and access to the Haver website. The period of performance for this requirement is January 1, 2012 through December 31, 2012. This notice of intent is not a request for competitive proposals; a solicitation document will not be issued. All information received within 5 days after the date of this notice with pricing and sufficient technical documentation to establish a bona fide capability to meet the requirement will be considered by the OCC. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the OCC. Information received will be considered primarily for the purpose of determining whether to conduct a competitive procurement.
