- Attachments 1, 2, 3 (one file) GOLDEN GATE NATIONAL RECREATION AREA Bonded Fiber Matrix Hydromulch The Central Federal Lands Highway Division of the Federal Highway Administration (FHWA) has a need for placement of bonded fiber matrix hydromulch. This project will consist of placing bonded fiber matrix hydromulch on existing roadway embankment slopes on Conzelman Road and Field Road, stockpiles at Smith Road and Rifle Range cutoff road, and staging area at Smith Road in Golden Gate National Recreation Area at areas shown on the attached plan sheets and as directed by the Contract Officer. Conzelman Road and Field Road provide visitor's access to the areas within the Marin Headlands of Golden Gate National Recreation Area, located near San Francisco, California. This request for quotes is for the purchase of hydromulch in accordance with the statement of work (SOW) below. Quotes shall include mobilization to and from the site, the material and application thereof in accordance with the SOW. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DTFH68-12-Q-00003 is advertised on an unrestricted basis. Award of solicitation number DTFH68-12-P-00005 will be a firm fixed-price contract. The NAICS Code is 561730, Hydroseeding Services, and the small business size standard is 7.0 million. The following Federal Acquisition Regulation (FAR) Provisions and Clauses in effect through Federal Acquisition Circular FAC 2005-54, dated November 2, 2011, are applicable to this procurement: 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items including subparagraphs (b) (1), (7), (14), (15), (16), (17), (18), (19), (20), (21), (25), (26), (31). Submit one complete copy of your quote (including vendor TIN and DUNS identification) to Lori Kliethermes, Federal Highway Administration, Central Federal Lands Highway Division, 12300 West Dakota Avenue, Lakewood, CO 80228. Proposals are due on November 29, 2011 at 4:00 pm Denver local time. Proposals may be submitted by electronic mail, fax, or conventional mail. The Government shall not pay for any costs associated with the preparation of quotes.
