Customs, Ports, and Maritime Deputy Advisor ISSUANCE DATE: 11-21-2011 CLOSING DATE: 12-21-2011 SOLICITATION NUMBER: PSC-12-014-INL Gentlemen/Ladies: SUBJECT: Solicitation for a PSC to serve under DOS in INL. The United States Government (USG), represented by the DOS, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the Statement of Duties. Submissions shall be in accordance with the information provided herein and at the place and time specified. JOB DESCRIPTION: See below US Personal Services Contract (PSC) US Department of State Bureau for International Narcotics & Law Enforcement Affairs (INL) American Embassy Lima, Peru Narcotics Affairs Section (NAS) GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The International Narcotic and Law Enforcement Program (INL) of which the Narcotic Affairs Section (NAS) is a part supports the efforts of the Government of Peru (GOP) in combating the threat posed by illegal narcotic trafficking and organized crime in what has become the second largest cocaine producing country in the world. While attacking the core targets, it emphasizes the need to strengthen the host nation's capabilities through institution building so that the Peruvian National Police (PNP), Peruvian Customs Authorities(PCA), and the Peruvian Coast Guard (PCG) can bolster their own effectiveness in fighting international drug trafficking and crime. Purpose of the Position The Customs, Ports, and Maritime Deputy Advisor (CPM/DA) provides program oversight, advice, assistance, and training to the Peruvian Customs (PC), PNP, and, at the airports and seaports, and the PCG. The advisor is responsible for providing program implementation, direction, and execution oversight in support of host nation Counter Narcotic (CN) efforts. The CPM Deputy Advisor will assist the Senior Advisor in supporting interagency coordination between the American Embassy and Host Nation CN police, Customs Service, and Coast Guard. The Advisor will coordinate and evaluate training and operational effectiveness of in-country Department of State (DOS) programs, including interdiction and inspection operations, ensuring all Ports programs retain requisite operational and logistical fluidity. Duties and Responsibilities: a. Assist the NAS Director in evaluating proposals and implement and manage the maritime ports, airport, and point of entry counter-drug programs under the U.S. and GOP Bilateral Agreement on CN. b. Work with the Joint Manifest Review Unit Task Force (MRU) comprised of Peruvian Customs and Police analysts on plans, policy, and training; provide infrastructure and logistical supply support to the MRU warehouse and satellite offices. c. Support the Peruvian Customs National Special Operations Brigade that performs cargo and maritime container searches/inspection operations at sea/airports throughout Peru. Assist in planning, policy development, and training support. d. Provide management supervision, training, equipment, logistical, and infrastructure support to the Peruvian Customs and National Police CN effort at the Jorge Chavez International Airport, Lima, with oversight and training of hundreds of Peruvian Police and Customs officials. e. Provide program oversight, training, and logistics support to the Peruvian Customs National Canine program. f. Manage and conduct continuous oversight of several NAS Port facility projects and planned future physical plant endeavors. Prepares strategy plans, reports, briefings, and cables related to maritime, port, riverine subject areas, issues, and requirements. g. Provide strategic policy oversight and tactical, operational, and logistical supply support to the Peruvian Coast Guard coastal interdiction program. Ensure liaison between US and Peruvian Coast Guard CN forces and coordinate with US Coast Guard Officer at the Lieutenant Commander level. h. Supervise four local support staff. Assist with selection of appropriate personnel and equipment, and travel arrangements for specific CN missions. Minimum Qualifications: 1. Citizenship: US Citizen, an able to obtain / maintain a DOS security and medical clearance. 2. Bachelor's Degree from an accredited college or university. 3. Minimum of ten (10) years combined professional-level work experience in the area of law enforcement operations, training and/or international institutional development at the senior management level, of which at least seven (7) years was in law enforcement training or international institutional development. Experienced in Customs Enforcement and/or Coast Guard (land, air, and sea environments) 4. Superior negotiation and interpersonal skills, especially in culturally sensitive situations. 5. Excellent oral and written English and Spanish communication skills at the 3/3 level per FSI standards. 6. Proficient in Microsoft Office Suite. Supervisory Controls: The Advisor will work under the direct supervision of the Ports, Customs, and Maritime Senior Advisor who reports to the NAS Director and Deputy Director; however, the individual will exercise wide latitude for independent action, initiating project and executing approved new programs under general supervision. Under the direction of the Senior Advisor, the Deputy Advisor may coordinate directly with the DEA Country Office, Military Assistance and Advisory Group and other US Embassy offices to further the purposes of this program. Completed work is reviewed for timeliness and effectiveness. Oversight: • In FY 10 the overall budget for the Customs and Maritime Ports portfolio was $2.5 million approximately. Under the Senior Advisor, the Deputy Advisor keeps the NAS Deputy Director and Director informed on drugs and crime prevention issues that involve GOP ministries, the private sector, international donors, and any other organizations that may be involved in the programs. The Deputy Advisor is responsible for implementing NAS strategies that promote and support Peruvian efforts to combat illegal drug trafficking and related corrupt practices, such as money laundering and trafficking in arms or persons, with an emphasis on developing the capacity of the GOP and other entities. • The Advisor will provide programmed U.S. technical and financial assistance to GOP counterpart agencies, the Peruvian Customs, National Police, and monitors their progress. The Advisor will provide analysis of donated goods for purposes of End Use Monitoring. At the direction of the Senior Advisor, meet with representatives of the relevant GOP Ministries, e.g. the Ministries of Interior, Transportation and Communications, Defense, Economy, Finance, and SUNAT. Direction: 1. Under the direction of the Advisor, plan work, set or negotiate deadlines and completion dates, and review and accept or reject final work. Assign work to subordinate locally employed staff, based on work priorities, difficulty of the assignments, and capabilities of the employees. 2. Assist Peruvian authorities in directing and coordinating use of high-technology, non-intrusive inspection equipment and personnel deployments within Peru for the purpose of intercepting illegal drug shipments through maritime and air cargo interdiction. Provide the Peruvian SUNAT- Aduanas training and support for the institutionalization of the program. 3. Guide Peruvian authorities in the development of operational tactics and new training procedures to enhance maritime & air cargo and coastal interdiction operations. These tactics and procedures include, but are not limited to effective employment of Non-Intrusive Inspection equipment, mobile and fixed inspection operations, research and investigative systems, link analysis, and risk criteria information fusion for better targeting. Administration: 1. Maintain liaison with INL, U.S. Department of Defense, DOS, NAS, US Customs and Border Protection, Drug Enforcement Administration, US Coast Guard, U.S Secret Service, as well as, other US and Host Nation law enforcement agencies. 2. Identify developmental, infrastructure and training needs, find ways to improve the quality of work, and develop overall performance standards for both USG and contractor personnel. 3. Coordinate plans and programs with budget to ensure that adequate funding has been requested and is available. 4. Insure that the material, equipment, and training to be procured are appropriate for the program. 5. Conduct End-Use-Monitoring (EUM) of all Ports Program material donated to the Host Nation. Liaison with Host-Nation & Other US Agencies: 1. Advise GOP officials in developing capacity building in areas such as policy, training, equipment use, and enforcement systems. Advisor is responsible for evaluating proposals, implementing strategies, and managing other programs as requested. Responsibilities include monitoring projects that will be implemented nationwide and in coordination other USG agencies. 2. Perform periodic visits to the field to monitor the activities of the sponsored GOP units to ensure they are meeting NAS and INL goals. Prepare reports analyzing the effectiveness and impact of the programs, plus the feasibility of continued NAS support, recommend improvements as appropriate. Work with counterparts to create evaluation tools to measure effectiveness and to help them modify their programs as needed. 3. Provide operational direction and guidance to SUNAT, the PNP maritime intelligence group as well as program-sponsored Navy intelligence groups for the purpose of interdicting the flow of illicit drugs out of Peru. 4. Provide advice on activities to assist in designing, creating, and maintaining maritime port, airport, and point of entry interdiction programs in the target areas. 5. Conduct in-depth and daily liaison with the Peruvian Ministry of Transportation and Communications, Coast Guard, Counterdrug Police, Customs, and Port Authorities as well as US interagency organizations involved with CN and Homeland Security. Complexity: 1. Assignments include analysis and direction of all facets of a sophisticated Ports program using container scanners, mobile and fixed x-ray systems, complex research-investigative link analysis, and information management system, within an integrated program of diverse counter-narcotics operations and training. These operations include maritime, air cargo, and passenger interdiction operations, at times in remote, unsupported areas. Additionally, all of these facets must be integrated into the NAS Port program budget and budget request at least 2 years in advance. 2. Advisor must apply specialized and professional knowledge to supervise inspection and risk criteria standardization of Peruvian customs export control systems at multiple operating locations. 3. Advisor will oversee multi-national/multi-cultural export control, inspection and information management training programs, plans policies, and procedures for the NAS. Coordinate recommendations from staff officers, consult with the NAS Director regarding ongoing projects, provide assistance to a US Customs and Border Protection Advisor, host-nation contract advisors, SUNAT operations personnel, Peruvian Coast Guard elements, and police maritime intelligence personnel while overseeing implementation and execution of these programs. 4. Analyze interrelated issues of effectiveness and efficiency affecting the NAS Ports program that will improve risk analysis and quality of inspection operations in support of the counter-narcotics mission. Physical Demands: The work is both physical and sedentary in nature and involves activity at both the main and field locations. May on occasion require some physical exertion and dexterity. Must be able to independently perform fieldwork in remote areas for extended periods without assistance. Work Environment: The work is primarily conducted in an office or cargo inspection site with travel to the field for meetings, conferences, activity reviews, and field inspections and or evaluations. Occasionally, some travel will be required into areas declared hazardous duty locations by DOS due to hostile activities of the drug-traffickers and therefore pose significant risk to the advisor while at these sites. Danger pay is authorized when on duty in these locations. Evaluation Criteria: Factor 1: (Program Experience): Extensive program management experience in designing, implementing capacity building training programs, and international rule of law programs. Program management experience should include programs relating to development of inspection techniques at international air, land, and seaports of entry. May be substituted by extensive experience in command or upper level supervision (lieutenant or above) in a major city police department (over 1 million population). (20 points) Factor 2: (Diplomatic Experience): Demonstrated diplomatic experience in coordinating with the U.S. government agencies, international organizations, and/or private sector entities working toward a common goal. Demonstrate superior negotiation and interpersonal skills, especially in culturally sensitive situations. Experience should be in relation to inter governmental liaisons. (20 points) Factor 3: (Management and Leadership Experience): Demonstrate successful supervisory and leadership experience in a multicultural environment. Demonstrate the ability to provide sound and timely decisions regarding policies and procedures. Demonstrated ability to interact effectively with a wide range of U.S. and foreign national personnel at all levels of an organization. (20 points) Factor 4: (Past Performance): Past Performance evaluation of applicant's ability to perform under contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (20 points) Factor 5: (Specialized): Subject Matter Expertise (SME) in the areas of International Ports of Entry, Customs institutional development, and trafficking in narcotics especially related to Latin America. Experience in command or in upper level supervision (lieutenant or above) in a major city police department (over 1 million population) may be substituted. (20 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
