- Please see attached details to RFI. United States Peace Corps Request for Information - Sources Sought This is a NOTICE OF A REQUEST FOR INFORMATION (RFI). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this notice is strictly voluntary. This Notice does not constitute a Request for Proposals (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government to any ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this Notice. This Notice is to request information from industry to assist the Peace Corps in its need to provide an Internet-based solution for sharing and managing documents and other types of information among Peace Corps staff, Volunteers, and counterparts distributed among 76 countries around the world. There are three distinct phases and purposes to be served by the project. Phase One - An extranet function to enable the sharing of documents and other types of information among Peace Corps employees. Phase One and Two principally serves the Office of Overseas Programming and Training Support in its effort to share technical and training information and materials with staff in the field. The cost effective solution must include a built-in workflow process for editing, vetting and approving documents. Phase Two - An extension of Phase One to include access to non-employees (Volunteers and local country counterparts) as well as public-facing web presence functionality (a web page) for each of 76 posts around the world and a host of collaborative communication tools native to the technology solution. Phase Three - This is a separate focus being led by the OCIO in its efforts to find an Internet-based replacement for the Peace Corps' existing Intranet. The Peace Corps is upgrading its current intranet into an enterprise platform for staff to collaborate and share knowledge as part of office or project teams. The intranet will provide single sign-on functionality and can integrate with various other agency software products, such out-of-the-box solutions for word processing and spreadsheets, along with custom applications developed by the Peace Corps. Overall Approach We have seen many technology solutions that can cost effectively address Phase One and Two of the information sharing project. We have also seen evidence that the objectives of Phase Three may be addressed by the same single technology solution being used to satisfactorily address Phase One and Two. It would be highly desired to able to address all agency information sharing needs within a single technology solution. However, our initial focus and commitment is on Phases One and Two of the project. After initial research, our efforts have focused on open source solutions including Plone, Drupal, and a Drupal/Alfresco integration. Other open source solutions and value priced commercial products may be proposed. A recommended solution should meet the functionality needs and include data supported evidence concerning market-share/viability of the product in general. In particular, the recommended solution should have a track record of adoption and implementation within federal government agencies. As a small agency, we are looking for an out-of-the-box solution that will require minimal customization, leveraging what is being done in larger federal agencies for our own use on our site. Objective: The purpose of this RFI is to identify a well qualified supplier(s) capable of providing services to help the Peace Corps launch and maintain an information sharing platform on the Internet for use as described in Phase One, Phase Two and Phase Three of the project. Requirements: Please see attached pages for a description of our information sharing requirements for Phase One, Phase Two and Phase Three. Information Sought: 1) Recommend a technology solution(s) and provide justification of why it is a good choice for the Peace Corps. Please address the needs of Phase One/Two and Phase Three. 2) Recommendations concerning implementing the technology solution(s) based on the information provided, including the selection of the appropriate functionality or modules within the technology solution(s). 3) Recommendations concerning either classroom or live webinar based training on "how-to-use" the technology solution(s) for Peace Corps "content managers." 4) Recommendations regarding consulting with Peace Corps concerning site taxonomy (initial draft to be developed by the Peace Corps prior to consultation) and implementation of that taxonomy in the configuration of fields and functions. 5) Recommendations concerning hosting the technology solution(s) and providing technical support to Peace Corps "content managers." 6) Provide estimated pricing for the recommended technology solution(s). Please separate pricing suggestions for Phase One, Two and Three. Pricing will be used for comparative market research purposes only. If submitting company Pro prietary Information, please ensure it is properly identified. Include company size and status information with your submission. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) along with a NAICS code based upon North American Industry Classification System (NAICS). 7) Be able to provide security documentation supporting implementation of applicable NIST 800-53 controls upon request. 8) Be able to address our need for continuous monitoring activities necessary to demonstrate continued implementation of applicable security controls including but not limited to: a. Update ATO Security Documentation to reflect any changes to the information system, information system environment, or information system security controls; b. Auditing, Monitoring reports upon request; c. Management reports upon request; •d. Raw data and reports from Vulnerability Scanning at least on a quarterly basis; access and status of contractor's POA&M. This document should not exceed 20 pages (no marketing material) and should clearly support your ability/qualifications to deliver the required products/services and should include any questions or comments you have concerning the requirement.
