- Synopsis: The Center for Medicare & Medicaid Services (CMS) intends to negotiate and award on a sole source basis to Thomson Reuter Healthcare (TRH) for Advantage Suite services. The applicable statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c )(1) as implemented by FAR 6.302.1- Only one responsible source and no other supplies or services will satisfy agency requirement. Advantage Suite is a proprietary, Commercial-off-the-Shelf software product that is owned by Thomson Reuter Healthcare. Advantage Suite provides the following services: • Full integration of claims data from multiple sources into a single patient view of individual episodes of care and admissions over specific time periods. • Rapid integration of claims and encounter data for the purpose of conducting healthcare specific, timely and reliable analytics at the patient or aggregate level. • Fits technically with the Integrated Data Repository (IDR) architecture and other IDR software components, including the Teradata platform, to perform national, regional and local healthcare analytics. The anticipated date of award is January 30, 2012 with one (1) year base and four (4) one year options periods. This is not a request for competitive proposals. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties may identify interest and provide capability statement in response. A determination by the Government not to compete this proposal contract based on responses to this notice is solely within the discretion of the Government. All responses should be directed to Cameron William at Cameron.william@cms.hhs.gov and Phyllis Lewis at Phyllis.lewis@cms.hhs.gov and must be received within fifteen (15) days from the publication date of this synopsis.
