Description
Statement of Work (SOW) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54. The associated North American Industrial Classification System (NAICS) code for this procurement is 611420 with a small business size standard of $7.0 million. This is a total small business set aside. The Government does not intend to pay for information solicited. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. The Indian Health Service intends to award a Firm Fixed Price base plus options contract (one year base plus four one year options) resulting from this solicitation as the Government anticipates a recurring need for training within the IT security scope. Base: Computer Forensics for HIPPA Compliance and CCFE Certification Training. A cost breakdown shall be submitted which includes all courseware and prep materials, per student fee, instructor fee, any required equipment, meeting room fees as required, and grand total. See attached Statement of Work (SOW) for complete training details and requirements. Training to be held 1/9/11-1/13/11 and exams to be held on 1/13/11. Location shall be in Albuquerque, NM, either at the vendor's facility or vendor hosted facility. Training proposed outside of Albuquerque, NM will not be considered. Option Years 1 - 4: In addition to providing a base price for the attached SOW, offerors will also provide firm fixed pricing for each of the following option years. There will be one class of the same one week duration in each of the succeeding four years however the topic will be determined at least 60 days prior to the class date. Note that subsequent class topics may differ from that within the SOW however the class content will be similar in scope - IT security training. Topics will be tailored based on specific agency topics that are of need at the time training is offered. The length / duration of the class will be the same as that noted within the SOW (one week) and any instructor capable of performing the requirement in the attached SOW will have the ability to teach other topics within the scope of the IT security arena each subsequent class in each option period. The Government may or may not exercise an option solely at its discretion. The following FAR clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at http://www.arnet.gov/far. FAR 52.212-1 Instructions to Offerors-Commercial Items (June 2008). 1. Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company's complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) cage code, 4) Dun & Bradstreet number, 5) Taxpayer ID number and 6) Pricing and delivery in accordance with FAR 52.212-2, Evaluation-Commercial Items, paragraph (ix) below. 52.212-2 Evaluation-Commercial Items (Jan 1999). - In addition to the price quote, each vendor shall be submit (1) A course syllabus; (2) Resume of the person who will be conducting the training; (3) Any pertinent company certifications and credentials showing that the Company is certified from the IACRB to provide the training and authorized to proctor the CWSS exam; and (4) Address and location of the training site along with a statement that the site is handicapped accessible in accordance with the Americans with Disabilities Act. Failure to provide these items may cause the Contracting Officer to deem the quote package incomplete and ineligible for award. All evaluation factors other than cost or price, when combined, are more important than cost or price. Selection of the firm to perform this Contract will be based on IHS' assessment of the best value to the Government. Award may be made to other than the lowest price offeror. The evaluation and award procedures in FAR 13.106 apply. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (JAN 2011) An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision and return it with their offer.
