The Federal Aviation Administration (FAA) has a requirement for an Indefinite-Delivery type contract, with firm-fixed pricing arrangements, for the acquisition of an estimated annual quantity of 70 each Traveling Wave Tubes (TWT), NSN: 5960-01-319-5632, over a 5-year period (basic contract year with four 1-year options). The TWT is a component of the Airport Surface Detection Equipment Model 3 (ASDE-3) transmitter section. The ASDE-3 transmitter is used at 29 FAA sites utilizing either ASDE-3 or ASDE-3X (ASDE-X Upgrade) equipment. The ASDE-3 systems monitor Airport Surface Operations (ground movement of aircraft and other supporting vehicles), which is especially important at high traffic airports and in times of poor visibility. The TWT is critical to the operation of the ASDE-3 system, an integral part of the Air Traffic Control System. The FAA is seeking a commercial-off-the-shelf (COTS) form, fit, and function (FFF) replacement to P/N MTI3046, manufactured by Teledyne MEC, Rancho Cordova, CA, that meets all of the requirements in the attached source control document (SCD_5960-01-319-5632.pdf). Requirements include but are not limited to dimension, input and output specifications, performance, environmental and lifespan. First article testing will be conducted after contract award. This market survey is to request information that will enable the FAA to make a screening decision to determine qualified firms that have the ability to supply this product. Responses to this market survey may also be used to determine if there is adequate competition to set the requirement aside for Small Businesses, Service Disabled Veteran Owned Small Business, or the 8(a) program in lieu of opening the acquisition up for full and open competition. The FAA reserves the right to add incumbent contractors and/or other sources which meet the criteria and have performed satisfactorily on previous procurements. The NAICS code applicable to this requirement is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The business size standard for this NAICS is 750employees. This is not a screening information request (SIR) or request for proposal (RFP). The FAA is not seeking or accepting unsolicited proposals. The FAA is seeking information and documentation on available commercial equipment that meets the specifications addressed in the attached source control document. CAPABILITY STATEMENT: Interested vendors that have commercial items that meet the specifications should provide sufficient information to describe those items and capabilities in a compelling manner. The submitted documentation must clearly demonstrate that the TWTs can meet the size, as well as the mechanical and electrical requirements specified in the source control document. The vendor should pay special attention to the following requirements: dimension, input and output specifications, performance, environmental and lifespan. Statements that data will be obtained or that specifications or drawings will be developed are not acceptable.
