Description
The purpose of this Presolicitation Notice is to provide the Government requirements to industry as stipulated in the Federal Acquisition Regulation (FAR) 5.201(a). The reference number for the PRESOLICITATION NOTICE is W91QUZ12D0LMP. This number is assigned to this action for reference only and there is no solicitation at this time. INTRODUCTION The U.S. Army Contracting Command - National Capital Region (ACC-NCR) on behalf of the Project Office of the Logistics Modernization Program (LMP) under U.S. Army Program Executive Office Enterprise Information Systems (PEO EIS) intends to negotiate with Computer Sciences Corporation (CSC), 3160 Fairview Park Drive, Falls Church, VA 22042-4516 on a non-competitive basis (per FAR 6.302-1) for an $999.937 Million four (4) year base Firm Fixed Price and Cost Plus Fixed Fee contract extension to provide Logistics Modernization Program (LMP) Services with a one (1) year option. The extension is required to support the Army's strategy to transition the LMP from its current support service contractor to organic capabilities with support contractor augmentation. The LMP contract for a modernized logistics solution was initially awarded to CSC to provide world class logistics readiness to the Warfighter. The purpose of the Pre-Solicitation Notice is to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities and promote early exchanges of information about the future acquisition. BACKGROUND LMP delivers a fully-integrated suite of software and business processes that enables the Army to streamline the maintenance, repair and overhaul (MRO), supply chain planning, acquisition and supply of weapon systems, spare parts, services and material to the Warfighters deployed world-wide. It provides the Army with the data in a real-time, usable manner necessary to manage a multi-billion dollar inventory with tens of thousands of vendors, and it is integrated with more than 70 Department of Defense (DoD) systems. It serves as the general ledger system for the Army Working Capital Fund (AWCF) and is part of the Army's plan to meet financial auditability by 2017. The LMP is one of the world's largest Enterprise Resource Planning (ERP) implementations, leveraging SAP technology to fully integrate the Army's supply chain activities. LMP is a major component of the Army's drive to ensure that business logistics systems and processes remain flexible and responsive to the needs of the Army. The functional and technical benefits bring rapid order fulfillment, improve demand planning and forecasting, and streamline depot and arsenal operations and financial visibility to the Army supply chain to ensure the Warfighter has received the right equipment and repair at the right time. The LMP system is used at 50 locations world-wide and directly impacts the Warfighters. INSTRUCTIONS TO COMPANIES All responsible sources other than CSC, may submit a statement of qualifications which shall be considered by the agency. Reference: W91QUZ12D0LMP. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Do not submit a proposal or quote. The Performance Work Statement (Attachment 001) has been included to provide sufficient information to permit a potential offeror to make an informed decision about whether to participate in the acquisition. If no affirmative written response is received, the acquisition will be awarded without further notice. Detailed qualification statements providing all requested information must be received within 15 days after publication of this requirement; however, a determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. If no written responses are received, the requirement will be awarded without further notice. No telephone calls or faxes will be accepted. NO solicitation is available. The North American Industry Classification System (NAICS) for this requirement is 541330. No proprietary, classified, confidential or sensitive information should be included in your response. The Government reserves the right to use any technical information received in response to this Presolicitation Notice.
