- NASA/GSFC has a requirement for providing consultancy expertise in the area of RF,digital and analog electronics design and development in the support of the developmentof the Mars organic Molecule Analyzer (MOMA) mass spectrometer.NASA/GSFC intends to purchase the items from University of Michigan Space PhysicsResearch Laboratory. The authority is Federal Acquisition Regulation (FAR) 6.302-1 (a)(2) 'when the supplies or services required by the agency are available from only oneresponsible source, or, for NASA from only one or a limited number of responsiblesources, and no other type of supplies or services will satisfy agency requirements, fulland open competition need not be provide for.' Pursuant to 10 U.S.C. 2304(d)(1)(b),services may be deemed to be available from only one source for the provision ofhighly-specialized services when it is likely that award to any other source would resultin unacceptable delays or cost in fulfilling the Agency's requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact (Odessia.H.Becks@nasa.gov) not laterthan 4:30 p.m. local time on December 4, 2011. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
