- T he USPS awarded a hybrid Indefinite Delivery/Quantity/Firm-Fixed Price contract for line items and services against solicitation #3CW-11-A-0019 for the operation of a Mail Transport Equipment Center (MTESC) in the Chicago area. The period of performance starting 03/01/2012, consists of a thirty four (34) month Base Period, and two Option Periods of twenty four (24) month each. The Solicitation #3CW-11-A-0019 was issued directly to the prequalified suppliers on May 19, 2011. The proposals were due by July 5, 2011. The Chicago MTESC is part of the Postal Service's network of 15 MTESC sites. The purpose of the Mail Transport Equipment (MTE) network is to ensure an adequate supply of high-quality MTE ready for rapid deployment to Postal facilities and the customers. MTESCs will process the MTEs as specified in the statement of work. The MTESC will receive MTE, examine it, and route it for reuse if serviceable, repair it if defective but repairable, or dispose it off if beyond repairable. (Disposal may be through waste pickup or material recycling and will be directed by the Postal Service.) Each MTESC in the network will be responsible for processing and repairing MTE for use by Postal facilities and commercial mailers. The MTE network will provide an efficient means of continuously improving the management of MTE processing, repair, and distribution functions. Other benefits expected from the MTE network include better MTE performance and life cycle data and improved control over the disposal of condemned MTE. The MTE network will also allow Postal Service Area and Headquarters staff to continuously balance MTE inventories within and among all Postal Service Network both effectively and efficiently.
